Kabupaten Cirebon yang terletak di sepanjang Pantai Utara Jawa memiliki
potensi sumberdaya ikan yang besar. Potensi sumberdaya perikanan di wilayah
Cirebon menunjukkan kondisi yang sangat memungkinkan untuk dikembangkan
menjadi pembangunan ekonomi. Penelitian ini bertujuan untuk menganalisis
potensi perikanan tangkap, mengidentifikasi jenis ikan yang menjadi komoditas
unggulan serta menyusun strategi pengembangan perikanan tangkap berbasis
komoditas unggulan dan potensial unggulan di Kabupaten Cirebon. Metode
penelitian yang digunakan adalah metode deskriptif dengan pengumpulan data
berupa data sekunder dan data primer menggunakan metode purposive sampling
dengan 20 responden. Data sekunder yang dibutuhkan meliputi data produksi dan
nilai produksi ikan, jumlah nelayan, jumlah armada, jumlah dan jenis alat tangkap
selama lima tahun. Data primer diperoleh dari hasil wawancara, observasi dan
dokumentasi untuk menentukan strategi pengembangan komoditas unggulan
perikanan tangkap. Analisis data yang digunakan adalah analisis deskriptif, Analisis
Location Quotients, Shift Share, Specialization Index dan analisis SWOT. Hasil
analisis menunjukkan bahwa komoditas unggulan perikanan tangkap di Kabupaten
Cirebon adalah Ikan Gulamah (Johnius trachycephalus) dengan nilai LQ (1.62) SS
(140,11) dan SI (1,42%). Rajungan (Portunus pelagicus) dengan nilai LQ (2,04),
SS (292,15) dan SI (7,16%), serta Kerang Dara (Tegillarca granosa) dengan nilai
LQ (1,76), SS (113,95) dan SI (0,25%) Hasil Analisis SWOT untuk menentukan
strategi antara lain Dukungan kebijakan pembangunan dan pengembangan sarana
untuk mendukung peningkatan produksi komoditas unggulan, meningkatkan
kesejahteraan masyarakat pesisir dengan melakukan pendistribusian hasil
tangkapan UMKM, melakukan kegiatan penangkapan ikan sesuai dengan minat
masyarakat untuk meningkatkan perekonomian pesisir dengan menggunakan alat
tangkap yang ramah lingkungan.

Cirebon Regency, which is located along the North Coast of Java, has a
large potential for fish resources. The potential of fisheries resources in the
Cirebon region shows conditions that are very possible to be developed into
economic development. This study aims to analyze the potential of capture
fisheries, identify the types of fish that become superior commodities and develop
strategies for the development of capture fisheries based on superior and potential
superior commodities in Cirebon Regency. The research method used is
descriptive method with data collection in the form of secondary data and primary
data using purposive sampling method with 20 respondents. Secondary data
required includes data on fish production and production value, number of
fishermen, number of fleets, number and type of fishing gear for five years.
Primary data were obtained from interviews, observations and documentation to
determine the development strategy of leading commodities in capture fisheries.
Data analysis used is descriptive analysis, Location Quotients Analysis, Shift
Share, Specialization Index and SWOT analysis. The results of the analysis show
that the leading commodity of capture fisheries in Cirebon Regency is Gulamah
Fish (Johnius trachycephalus) with a value of LQ (1.62) SS (140.11) and SI
(1.42%), Crab (Portunus pelagicus) with LQ value (2.04), SS (292.15) and SI
(7.16%), and Dara clam (Tegillarca granosa) with LQ value (1.76), SS (113.95)
and SI (0.25%) The results of the SWOT Analysis to determine strategies include
Supporting development policies and developing facilities to support increased
production of superior commodities, improving the welfare of coastal
communities by distributing MSME catches, conducting fishing activities
according to community interests to improve the coastal economy by using
environmentally friendly fishing gear.
