Abstract

The transfer of Diponegoro University students to the Diponegoro
University area keeps them away from the health facilities in their hometown.
Diponegoro University issued a policy regarding the transfer of Diponegoro University student health facilities to the Diponegoro I Primary Clinic which was founded by Diponegoro University. This research aims to determine the process of utilizing BPJS health facilities by Diponegoro University students and to understand the procedures and legal consequences arising from the transfer of these
health facilities. The research method used in this research is empirical legal research using a qualitative approach. The research specifications used are analytical descriptive with data collection obtained directly from primary and secondary sources. The establishment of the Diponegoro I Primary Clinic and the policy of transferring student health facilities were used efficiently by students by helping students get good health services when they were sick. The transfer policy also helps fulfill the right to good health for students in accordance with the 1945 Constitution and helps realize the Presidential Regulation of the Republic of
Indonesia No. 82 of 2018 which requires Indonesian residents to become BPJS Health participants. The procedure for transferring student health facilities is carried out independently by the student in accordance with the procedures described by BPJS and applicable laws.
