Abstract

Pengelolaan Ekosistem Mangrove di Pulau Pramuka, Kepulauan Seribu, DKI
Jakarta. Bambang Sulardiono dan Arif Rahman).

Penelitian ini bertujuan untuk mengetahui tingkat dan bentuk partisipasi
masyarakat serta mengidentifikasi faktor yang berpengaruh dalam pengelolaan
ekosistem mangrove. Penelitian dilaksanakan pada 26 Maret – 01 April 2022 di
Pulau Pramuka, Kepulauan Seribu. Metode yang digunakan adalah deskriptif
kuantitatif dengan pengambilan data menggunakan kuesioner, wawancara dan
dokumentasi. Teknik penentuan responden melalui purposive sampling dengan
target masyarakat lokal Pulau Pramuka yaitu RW. 04 dan RW. 05. Responden
berjumlah 95 orang. Tingkat partisipasi masyarakat diketahui melalui pengolahan
data kuesioner menggunakan skala likert empat kategori yaitu sangat rendah,
rendah, tinggi, dan sangat tinggi. Analisis regresi linear sederhana digunakan agar
mengetahui hubungan antara variabel seperti usia, tingkat pendidikan, lama
bermukim dengan variabel tahapan pengelolaan mangrove dan pengetahuan
masyarakat mengenai pengelolaan ekosistem mangrove. Hasil penelitian
menunjukkan bahwa masyarakat Pulau Pramuka memiliki tingkat partisipasi
masyarakat yang sangat rendah dalam pengelolaan ekosistem mangrove. Bentuk
partisipasi yang dilakukan yaitu partisipasi keahlian dan perwakilan, yakni
mempercayakan pengelolaan mulai dari tahap perencanaan hingga
monitoring/evaluasi kepada Seksi Pengelolaan Taman Nasional (SPTN) Wilayah
III Pulau Pramuka. Faktor yang mempengaruhi partisipasi masyarakat dalam
pengelolaan ekosistem mangrove antara lain adalah usia, tingkat pendidikan, dan
pekerjaan. Tingkat partisipasi masyarakat Pulau Pramuka tergolong sangat rendah
karena masyarakat dengan usia produktif dan tingkat pendidikan tinggi yang cenderung
sadar akan pentingnya kelestarian lingkungan, memiliki ketersediaan waktu yang
terbatas karena lebih memilih pekerjaan sebagai prioritas.

This study aims to determine the level and form of community participation
and identify factors that influence the management of mangrove ecosystems. The
research was conducted on March 26 – April 1, 2022 at the Pramuka Island,
Thousand Islands. The method used was descriptive quantitative with data
collection using questionnaires, interviews and documentation. The technique for
determining respondents was through purposive sampling with the target of the
local Pramuka Island community, namely RW. 04 and RW. 05. There were 95
respondents. The level of community participation is known through processing
questionnaire data using a Likert scale of four categories, namely very low, low,
high, and very high. Simple linear regression analysis was used in order to
determine the relationship between variables such as age, level of education, length
of residence with the variable stages of mangrove management and community
knowledge regarding the management of mangrove ecosystems. The results showed
that the people of Pramuka Island had a very low level of community participation
in managing the mangrove ecosystem. The form of participation that is carried out
is the participation of expertise with representatives, namely entrusting
management from the planning stage to monitoring/evaluation to the National Park
Management Section (SPTN) Region III Pramuka Island. Factors that influence
community participation in the management of mangrove ecosystems include age,
education level, and occupation. The level of community participation in Pramuka
Island is classified as very low because people of productive age and higher
education levels tend to be aware of the importance of environmental sustainability,
have limited time available because they prefer work as a priority.
