Abstract

ABSTRACT

This research discusses the website which is part of the e-Government initiative in Bulakan Village in providing services to its residents. As a form of implementation of Law Number 6 of 2014 Article 86 concerning village information systems, the Bulakan Village Website was also built to communicate public services, including as a medium for promoting village potential. This research aims to analyze the elements of successful e-Government development (support, capacity, value) in the implementation of e-Government development via a website carried out by Bulakan Village and the dynamics of obstacles faced in implementing e-Government via this website. This research uses the Elements of Successful E-Government Development (Support, Capacity and Value) from the results of the Harvard JFK School of Government study by Richardus Eko Indrajit (2006). Meanwhile, the research method used is a qualitative case study approach. Data collection techniques were carried out through observation, in-depth interviews, and documentation. The research results show that the development of e-Government through the website in Bulakan Village is in accordance with what was expected. The success of e-Government development through a successful website in Bulakan Village can be proven from the third success element. Support and political will are realized in Bulakan Village Regulation Number 7 of 2019 concerning Management of the Bulakan Village Information System. Capacity, availability of financial resources, technological infrastructure, human resources are the keys to successful implementation of the e-Government concept. Value, the village government and community feel the benefits that make life easier, faster, more effective and efficient. The obstacle faced is that when it comes to perfecting and completing it, there are differences in budget priorities and a lack of IT energy to speed up and maximize the website. The recommendation in this research is the need to distribute human resources in accordance with competency and retain human resources who have expertise.
