Nusantara (PPN) Tanjung Pandan, Kabupaten Belitung, Bangka Belitung. (Agus
Suherman dan Abdul Kohar Mudzakir)
Pelabuhan Perikanan Nusantara (PPN) Tanjung Pandan adalah pelabuhan
perikanan yang termasuk klasifikasi pelabuhan dengan jenis tipe B. PPN Tanjung
Pandan menjalankan peranan juga fungsi pemerintahan dan pengusahaannya demi
mengoptimalkan kegiatan operasi penangkapan ikan dan menaikkan
perekonomian wilayahnya. Mengacu pada peran dan fungsi pelabuhan perikanan,
maka harus bisa memberikan pelayanan baik serta memenuhi kebutuhan
masyarakat perikanan yang beraktifitas di kawasan PPN Tanjung Pandan. Tujuan
penelitian adalah untuk mengetahui kondisi sosial ekonomi perikanan tangkap,
menganalisis kualitas pelayanan serta menganalisis taraf kinerja terhadap tingkat
kepuasan pengguna jasa PPN Tanjung Pandan. Penelitian ini memakai metode
wawancara pada 109 orang. Analisis kepuasan pengguna menggunakan analisis
Customer Satisfaction Index (CSI) dan Importance Performance Anallysis (IPA).
Nilai Indeks Kepuasan Pengguna jasa PPN Tanjung Pandan adalah CSI 80 %
yang diartikan bahwa pelayanan jasa yang di sediakan sudah puas bagi pengguna
jasa. Analisis IPA diagram kartesius menunjukkan hasil atribut pelayanan
dominan terletak pada 3 atribut pelayanan kuadran A, yaitu membutuhkan
penilaian dan perbaikan. Kuadran B terdapat 10 atribut pelayanan, 11 atribut
Kuadran C, dan 1 atribut Kuadran D.

Fishing Port of Tanjung Pandan is one of classification the fishing port type B.
PPN Tanjung Pandan carries out its role as well as government and business
functions in order to optimize fishing operations in its area as well as to improve
the regional economy. Departing from its role and function, fishing ports must be
able to provide good service and be able to answer the needs of the fishing
community who are active in Tanjung Pandan PPN. This study aims to determine
the social conditions of capture fisheries, analyze the performance on the level of
satisfaction of usevice sers at PPN Tanjung Pandan. The study used the interview
method on 109 people. Analysis of user satisfaction uses analysisi of Customer
Satisfaction Index (CSI) and Importance Performance Analysis (IPA). The
assessment of the Service User Satisfaction Index at PPN Tanjung Pandan is a
CSI of 80.04%, which means that service users can be categorized as satisfied.
IPA analysis with cartesian diagram shows that the majority of service attributes
are in 3 service attributes quadrant A which requires evaluation and
improvement. There are 10 service attributes in Quadrant B, 11 attributes in
Quadrant C, and 1 attribute in Quadrant D.
