Abstract

The village head (kades) is still considered very difficult to be neutral in the 2020 simultaneous
election .This research focuses on the phenomenon of the 2020 Pilkada in Demak Regency to see the attitude
of the Village Heads in Demak Regency. The study used a qualitative approach by conducting exploration
and explanation of the phenomena that occurred in the 2020 Pilkada in Demak Regency. The results of the
study in Demak Regency showed that the Simultaneous Pilkada in 2020 in Demak Regency was full of
involvement of Village Heads. Even though the village head is expected to beable to maintain neutrality in
the Pilkada and not be involved in practical politics, but in fact there are many neutral village heads in Demak
Regency. One of the forms of neutrality of the village head and village officials in Demak Regency is that
they are members of the Timses. The reasons are varied, ranging from personal closeness, similar ideological
lines, to pragmatic considerations to obtain certain benefits, such as project allocations in the future or
guaranteeing a smooth career politically, Economic, social and political motives are the reasons for the
village head's neutrality and village officials in Demak district. Field findings obtained from Temuroso
Village and Kuwu Village both show that the community tends to be permissive towards forms of mass
mobilization and the village head's attitude is not neutral. They consider this phenomenon as a natural thing
and acceptable, although at the same time they also know that it is also against the rules.
