Abstract

Daerah Aliran Sungai (DAS) Garang memiliki peranan yang penting dalam mensuplai ketersediaan air baku di Kota Semarang. Fenomena pencemaran Sungai Kreo dan Sungai Kaligarang yang merupakan bagian dari DAS Garang menunjukkan adanya permasalahan pengelolaan DAS. Fenomena yang muncul ini dikarenakan tidak adanya kebijakan, konsep perencanaan pengelolaan DAS di level Kab/Kota sehingga berimplikasi terhadap tidak efektifnya kontrol polusi yang mengakibatkan penurunan daya tampung, daya dukung dan jasa ekosistem DAS. Penelitian ini bertujuan untuk mengetahui status keberlanjutan pengelolaan DAS Garang di Kota Semarang serta mengidentifikasi kendala yang dihadapi dalam pengelolaan, sehingga dapat menyusun model konseptual pengelolaan yang berkelanjutan. Metode yang digunakan dalam penelitian ini adalah metode campuran yaitu kuantitatif dan kualitatif. Metode kuantitatif dilakukan dengan alat bantu Rapfish melalui analisis multidimensional scaling (MDS) untuk mengkaji status keberlanjutan PDAS dan metode kualitatif melalui Soft System Methodology (SSM) untuk mengidentifikasi kendala PDAS serta menyusun model konseptual dengan alat bantu Analytical Hierarchy Process (AHP). Hasil yang didapat dalam penelitian menunjukkan bahwa pengelolaan DAS Garang dikategorikan kurang berkelanjutan dengan indeks keberlanjutan 42,94. Kendala yang dihadapi dalam pengelolaan diantaranya ialah lemahnya koherensi, integrasi, koordinasi, konsep dan praktik kolaborasi serta aksi kolektif antar Lembaga; adanya perbedaan kepentingan, tujuan dan prioritas pengelolaan ; adanya konflik DAS; tantangan berbagi sumber daya, tantangan Sains, Technology, Inovasi (STI) dan keterbatasan anggaran. Sehingga perlu adanya pengelolaan DAS berkelanjutan berbasis Low Impact Development (LID). Penggunakan LID atau pembangunan berdampak rendah yang menerapkan fitur alami dan pemanfaatan sumber daya sebagai alternatif dalam pengelolaan DAS dianggap mampu dalam mengatasi kendala pengelolaan DAS Garang di Kota Semarang.

The Garang watershed have an important role in supplying raw water to Semarang City. The phenomenon of pollution in the Kreo River and Kaligarang River, which are part of the Garang watershed, indicates problems with watershed management. This phenomenon arises because there is no policy, or concept of watershed management planning at the Regency / City level, which has implications for ineffective pollution control resulting in a decrease in the capacity, carrying capacity, and ecosystem services of the watershed. This study aims to determine the sustainability status of Garang watershed management in Semarang City and identify the obstacles faced in management, to develop a conceptual model of sustainable management. The method used in this research is a mixed method, namely quantitative and qualitative. The quantitative method was conducted with the Rapfish tool through multidimensional scaling (MDS) analysis to assess the sustainability status of watershed management and the qualitative method through Soft System Methodology (SSM) to identify watershed management constraints and develop a conceptual model with Analytical Hierarchy Process (AHP) tool. The results obtained in the study show that the management of the Garang watershed is categorized as less sustainable with a sustainability index of 42.94. Constraints faced in management include weak coherence, integration, coordination, concepts, and practices of collaboration and collective action between institutions; differences in interests, objectives, and priorities of management; watershed conflicts; resource sharing challenges, Science, Technology, Innovation (STI) challenges and budget limitations. So there is a need for sustainable watershed management based on Low Impact Development (LID). The use of LID that applies natural features and resource utilization as an alternative in watershed management is considered capable of overcoming the constraints of Garang watershed management in Semarang City.
