Abstract

The community participation in developing Kampung Jawi, Sukorejo Village, Gunungpati District, Semarang City is related to the willingness of the community to take a development role. The problems in this study were indicated by the weak participation of the community in the development stages which showed a decrease in community attendance in the three stages of the planning meeting, the delay in the construction of the Kampung Jawi tower caused by a lack of community enthusiasm, and the people who were present at the evaluation meeting mostly showed silent response and do not provide suggestions or input. This study aims to analyze community participation in developing Kampung Jawi through four stages of participation according to the theory of Cohen & Uphoff and Dwiningrum, which consists of participation in decision making, participation in implementation, participation in benefits, and participation in evaluation. This study also analyzes the factors affecting community participation. The research method used is descriptive qualitative with data collection techniques consisting of interviews, observation, and documentation. The results showed that community participation in developing Kampung Jawi was not optimal because there were several factors that hindered participation, such as the lack of free time for the community to participate, the dependence of the community and Pokdarwis Kampung Jawi on Semarang City Government, and the existence of a partition between the community and Pokdarwis.
