Abstract

This research is motivated by the existence of problems at the National Land Agency in Semarang City related to land services in the form of protracted delays and illegal levies (extortion). The purpose of this study is to analyze the practice of good governance in land service management reform at the National Land Agency in Semarang City and analyze the driving factors and inhibiting factors for achieving quality public service management reform at the National Land Agency in Semarang City. This research is descriptive qualitative research with in-depth interview, literature study, documentation, and observation as a method to obtain data from informants. The informant selection technique was carried out using purposive sampling. The research formed by the theory of four principles of good governance, namely transparency, participation, rule of law, and accountability from Sedarmayanti, driving factors from Suprihatmi and inhibiting factors from Amin. The results showed that the practice of good governance in land service management reform has not been optimal, the transparency indicator regarding the completion time of land services is still experiencing problems due to limited human resources. The realization of the indicators of the rule of law, participation, and accountability is as expected. The driving factors in the implementation of reform is the development of the times and availability of new technology. The inhibiting factors in the implementation of reform is that the employees do not want to make changes. There are some employees who have a low level of advancement and are not ready to face technological developments, and the quality of land service servers is not good. The conclusion of this study is that the practice of good governance in land service management reform has not been optimal in its transparency and there are supporting and hindering factors in its implementation to achieve quality public service management reform.
