Abstract

The provinces of Papua and West Papua are part of the territory of the Republic of Indonesia which until now have not yet obtained good access to secondary education. In order to improve services and access to education, the mandate contained in Law 21 of 2001 is embodied in the Papua and West Papua Secondary Education Affirmation Program (ADEM). The ADEM Papua and West Papua program are implemented in a form of special service education for children from Papua and West Papua in the context of accelerating human resource development.
This study aims to analyze and determine the effectiveness of the Papua and West Papua Secondary Education Affirmation (ADEM) program at Pendowo Catholic High School Magelang. This research method is descriptive qualitative using data types in the form of words, sentences, and pictures. Research subjects using purposive sampling technique. Sources of data obtained through observation, interviews and literature study. The analysis and interpretation of the data carried out were data reduction, data presentation and conclusion drawing. The use of theory in this study is Budiani’s criteria of accuracy of program targets, program socialization, program objectives and program monitoring. The results showed that the effectiveness of the ADEM Papua and West Papua program at the Catholic High School of PendowoMagelang in the accuracy of program targets had not yet been fully implemented, while program socialization, program objectives and program monitoring had been going well. The ineffectiveness of the ADEM program is influenced by the inhibiting factors, namely cultural and linguistic differences. In addition, it is difficult to establish communication between program participants who are students from Papua and West Papua with other students due to poor Indonesian language skills, having to adapt to different staple foods from Papua, and feeling homesick as a result of the program.
