Abstract
Indonesia, as the world's largest producer of nickel natural resources, began imposing export restrictions on its nickel ore to the European Union, which is Indonesia's largest importer of nickel ore, as of January 1, 2020. Indonesia implemented this policy because exporting nickel ore in its raw form was believed to not provide maximum economic benefits for Indonesia. The policy of limiting nickel ore exports by Indonesia has caused the European Union to feel aggrieved and file a complaint against Indonesia at the WTO. The underlying reason for Indonesia's policy of limiting nickel ore exports is because Indonesia wants to process the nickel ore before exporting it in order to increase its value-added. In addition, this policy of limiting nickel ore exports also serves as one of Indonesia's bargaining tools against the EU's discriminatory palm oil policies. Therefore, the author is interested in examining the purpose of Indonesia's policy of limiting nickel ore exports and explaining how the concept of economic nationalism plays a role in Indonesia's policy. This research uses qualitative methods to explain why Indonesia has limited nickel ore exports to the European Union since January 1, 2020. Neo-Mercantilism theory, International Political Economy concept, and Economic Nationalism concept are used in this research as analytical tools. The results of this research show that Indonesia's policy of limiting nickel ore exports to the European Union is aimed at achieving economic nationalism.
