Abstract

The limited ability to build decent housing and limited urban land to build adequate settlements caused the emergence of slum settlements. As a result, the city of Magelang, the second-highest slum area in Central Java Province, launched a regional planning concept, namely the Kampung Teduh program. This study aimed to analyze the implementation and inhibiting factors of the Kampung Teduh program in Magelang City. This research uses a descriptive qualitative approach with data collection techniques through interviews, observation, documentation and interactive model data analysis. Based on the research results, the implementation of the Kampung Teduh program has not been carried out properly. The implementation of the Kampung Teduh program has not yet reached the aspect of compatibility between the implementers and the beneficiaries. In the event that the achievement of results has not been achieved optimally in accordance with the targets and plans that have been set due to several obstacles faced related to operational needs, resources, and other problems related to other organizations. Recommendations from the results of this study are the need to formulate regulations that specifically regulate the implementation of the Kampung Teduh program in Magelang City, the need to develop a clear organizational structure for implementing the Kampung Teduh program, and the need for the Magelang City government to take a persuasive approach to the community so that more people can participate. Aware of the existence of this program and support the implementation of the program.
