Abstract

Penelitian ini berangkat dari masalah sebagai berikut: (1) PKT telah melaksanakan CSR sejak tahun 1977 namun demikian belum mampu mewujudkan kemandirian masyarakat, sebagian besar CSR masih berbentuk charity; (2) permasalahan yang dihadapi masyarakat pesisir yang terdekat dengan PKT yaitu masyarakat nelayan Tanjung Limau Bontang hidupnya tergantung cuaca di laut, terjerat hutang pada tengkulak, dari sisi lingkungan saat nelayan menangkap ikan masih menggunakan bom ikan dan bahan kimia potash yang merupakan racun bagi ikan serta biota laut lainnya, nelayan masih menggunakan peralatan penangkap ikan yang merusak karang, nelayan makin hari makin jauh lokasi penangkapan untuk ikan besar, nelayan sering mengangkat isu pencemaran air laut yang berasal dari limbah PKT; (3) permasalahan yang dihadapi masyarakat RT-07 Kelurahan Guntung wilayah darat yang terdekat dengan Pabrik-5 PKT adalah kampung kumuh sehingga menerima black award dari Pemkot Bontang dan masyarakatnya menderita penyakit kulit (scabies). Metode penelitian yang digunakan kualitatif dengan wawancara mendalam pada informan kunci, observasi dan studi dokumentasi. Sumber data dipilih secara purposive dan bersifat snowball sampling. Hasilnya dianalisis dengan teori tipologi comdev yang dikemukakan Matarrita-Cascante-Brennan dan dibingkai dengan teori the sustainability compass yang dikemukakan Atkisson and Hatcher. Hasil penelitian menunjukkan bahwa PKT berhasil mewujudkan kemandirian masyarakat sekitar dengan melaksanakan sebagian besar CSR bentuk pemberdayaan; nelayan Tanjung Limau lepas dari jeratan tengkulak; masyarakat RT-07 Guntung mendapat predikat Kampung Hijau dan bebas dari penyakit scabies. Novelty program budidaya ikan kerapu dan lobster di KJA merupakan gabungan dari tipologi imposed ke directed sebagai tesis dengan melibatkan warga masyarakat dalam perencanaan awal program dan dari self help ke directed sebagai antitesis dengan adanya rekognisi dari perusahaan PKT sebagai modifikasi dari teori tipologi Matarrita-Cascante-Brennan dan teori tesis antitesis dari Khairul. Novelty program CSR Kompos Mekarsari adalah dari tipology self help ke directed dengan adanya rekognisi dari perusahaan PKT sebagai modifikasi dari teori tipologi Matarrita-Cascante-Brennan dan teori antitesis dari Khairul. Rekomendasi model comdev pada Koperasi Mekarsari adalah Creating Shared Value (CSV), sedangkan rekomendasi model comdev pada budidaya ikan kerapu dan lobster di Tanjung Limau adalah CSR plus (CSR+).

This research departs from the following problems: (1) PKT has implemented CSR since 1977 but has not been able to realize community independence, most of the CSR is still in the form of charity; (2) for the coastal communities closest to the PKT, namely the Tanjung Limau Bontang fishing community, have problems: their lives depend on the weather at sea, they are in debt to middlemen, fishermen still use fish bombs and chemical potash which are toxic to fish and other marine biota, fishermen still use fishing equipment fishermen who destroy coral reefs, fishermen are getting farther and farther away from the location to catch big fish, fishermen often raise the issue of sea water pollution originating from PKT waste; (3) for the people of RT-07, Guntung Village, the land area which is closest to the PKT-5 Factory, has problems with slums and the community suffers from skin disease (scabies). The research method used is qualitative with in-depth interviews with key informants, observation and documentation studies. The data source was selected purposively and snowball sampling. The results were analyzed using the comdev typology theory proposed by Matarrita-Cascante-Brennan and framed by The sustainability compass theory proposed by Atkisson and Hatcher. The results showed that PKT succeeded in realizing the independence of the surrounding community by implementing most of the CSR forms of empowerment; Tanjung Limau fishermen are released from the middlemen's trap; the community of RT-07 Guntung received the title of Green Village and was free from scabies disease. The novelty program for grouper and lobster cultivation in KJA is a combination of a typology imposed to directed as a thesis by involving community members in the initial planning of the program and from self-help to directed as an antithesis with recognition from the PKT company as a modification of the Matarrita-Cascante-Brennan typology theory. and the antithesis thesis theory of Khairul. The novelty of Kompos Mekarsari's CSR program is from a self-help typology to a directed one with recognition from the PKT company as a modification of the Matarrita-Cascante-Brennan typology theory and the antithesis theory of Khairul. The recommendation for the comdev model for the Mekarsari Cooperative is Creating Shared Value (CSV), while the recommendation for the comdev model for grouper and lobster cultivation in Tanjung Limau is CSR plus (CSR+).
