Abstract

Pegawai Negeri Sipil (PNS) merupakan pelaksana tugas pemerintahan dalam melakukan pelayanan publik. Dari 4,7 juta PNS di Indonesia sebanyak 95% tidak memiliki kompetensi yang sesuai dengan jabatan yang dimiliki. Peningkatan kompetensi PNS telah dilakukan salah satunya berbasis Sasaran Kerja Pegawai (SKP) yang dinilai belum objektif. Pengembangan diri (Self Development) kurang ditekankan pada masing-masing individu PNS itu sendiri. Sistem pendukung keputusan diperlukan agar penentuan pengembangan diri bagi PNS dapat diketahui secara tepat dan objektif. Hal ini dapat dilakukan dengan mengimplementasikan metode ELECTRE (Elimination and Choice Translating Reality) dan Profile Matching. ELECTRE merupakan metode yang tepat untuk perhitungan nilai bobot, sedangkan Profile Matching digunakan dalam penentuan profil yang diberikan cocok dengan yang diminta atau dibutuhkan dalam bidang pekerjaan yang membutuhkan keahlian. Profile Matching pada sistem ini menghasilkan nilai core factor dan secondary factor sebagai tahap pra-proses yang kemudian dihitung menggunakan metode ELECTRE sebagai proses utama penentuan alternatif rekomendasi. Hasil dari penelitian ini yaitu berupa rekomendasi pelatihan sesuai dengan hasil nilai alternatif tertinggi.

Civil Servants are executor of government duties in carrying out public services. Of the 4.7 million civil servants in Indonesia, 95% do not have the appropriate competence for the position they hold. One of the ways to improve the competence of civil servants has been based on the Employee Work Target which is considered not yet objective. Self-development is less emphasized on the individual civil servants themselves. A decision support system is needed so that the determination of self-development for civil servants can be known accurately and objectively. This can be done by implementing the ELECTRE (Elimination and Choice Translating Reality) and Profile Matching methods. ELECTRE is the right method for calculating weight values, while Profile Matching is used in determining the profile provided matches what is requested or needed in a field of work that requires expertise. Profile Matching in this system produces core factor and secondary factor values as a pre-process stage which is then calculated using the ELECTRE method as the main process for determining alternative recommendations. The results of this study are in the form of training recommendations in accordance with the results of the highest alternative value.
