Abstract

PT Pertamina (Persero) DPPU Hasanuddin telah mendistribusikan avtur sebesar 180.450 KL pada tahun 2020 yang menghasilkan emisi dan limbah sehingga berpotensi berdampak pada lingkungan sekitar. Tujuan dari penelitian ini adalah menganalisis potensi dampak lingkungan dari proses distribusi avtur dan mengetahui isu pentingnya menggunakan metode Life Cycle Assessment (LCA) dengan ruang lingkup gate-to-gate, memberikan rekomendasi alternatif program perbaikan lingkungan terbaik dengan metode AHP, serta mengetahui program pemberdayaan masyarakat dalam pengelolaan lingkungan terkait kualitas udara yang telah dilakukan. Perhitungan penilaian dampak dilakukan menggunakan software Microsoft Excel dengan metode CML IA Baseline dengan unit fungsi yang digunakan adalah 1 KL avtur. Kategori dampak dipilih berdasarkan relevansi dengan aktivitas perusahaan dan yang termasuk dampak kategori utama berdasarkan Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 1 Tahun 2021 tentang PROPER, yaitu potensi pemanasan global, potensi penipisan ozon, dan potensi hujan asam. Hasil interpretasi menunjukkan isu penting terdapat pada unit proses penyaluran avtur karena penggunaan listrik untuk pompa penyaluran avtur dan unit proses distribusi karena penggunaan solar untuk refueller kapasitas 40 KL. Nilai karakterisasi seluruh proses distribusi avtur di PT Pertamina (Persero) DPPU Hasanuddin untuk potensi pemanasan global sebesar 3,43 kg CO2 ek/KL, potensi penipisan ozon sebesar 3,83 x 10-7 kg CFC-11 ek/KL, dan potensi hujan asam sebesar 0,015 kg SO2 ek/KL. Selanjutnya dilakukan penentuan rekomendasi program terbaik dengan metode AHP menggunakan software Expert Choice. Rekomendasi terbaik yang terpilih adalah program pemasangan kapasitor bank untuk mengatasi isu penting penggunaan listrik dan program peremajaan refueller untuk mengatasi isu penting penggunaan solar. Terakhir, program pemasangan panel surya di Balai Pertemuan Binaan Dusun Cindako merupakan program pemberdayaan masyarakat dalam pengelolaan lingkungan terkait kualitas udara yang telah dilakukan oleh DPPU Hasanuddin karena Dusun Cindako belum terjangkau listrik PLN dan masyarakatnya masih mengandalkan genset berbahan bakar solar sebagai sumber listrik.

PT Pertamina (Persero) DPPU Hasanuddin has distributed avtur amounting to 180,450 KL in 2020 which produces emissions and waste so that it has the potential to have an impact on the surrounding environment. The purpose of this study is to analyze the potential environmental impact of the avtur distribution process and find out the important issues of using the Life Cycle Assessment (LCA) method with a gate-to-gate scope, provide recommendations for alternatives to the best environmental improvement programs with the AHP method, and find out community empowerment programs in environmental management related to air quality that have been carried out. The impact assessment calculation is carried out using Microsoft Excel software with the CML IA Baseline method with the unit of function used is 1 KL avtur. The impact category is selected based on relevance to the company's activities and which is included in the main category of impacts based on the Regulation of the Minister of Environment and Forestry Number 1 of 2021 concerning PROPER, namely the potential for global warming, the potential for ozone depletion, and the potential for acid rain. The interpretation results show that an important issue lies in the avtur distribution process unit because of the use of electricity for avtur distribution pumps and the distribution process unit due to the use of diesel for refuellers with a capacity of 40 KL. Value characterization of the entire avtur distribution process at PT Pertamina (Persero) DPPU Hasanuddin for global warming potential of 3.43 kg CO2 eq / KL, ozone depletion potential of 3.83 x 10-7 kg CFC-11 eq / KL, and acidrain potential of 0.015 kg SO2 eq / KL. Furthermore, the determination of the best program recommendations using the AHP method is carried out using expert choice software. The best recommendations selected are the bank capacitor installation program to address the important issue of electricity use and the refueller rejuvenation program to address the important issue of solar use. Finally, the program of installing solar panels at the Cindako Hamlet Assisted Meeting Hall is a community empowerment program in environmental management related to air quality that has been carried out by DPPU Hasanuddin because Cindako Hamlet has not been reached by PLN electricity and its community still relies on diesel-fueled generators as a source of electricity.
