Abstract

Tata laksana pengelolaan sampah merupakan cara atau langkah yang tepat untuk mengurangi tingkat timbulan sampah. Berdasarkan pada pemahaman tersebut, penulis mencoba mengobservasi dan melakukan analisa atas tata laksana pengelolaan sampah di kecamatan Dom Aleixo dengan pengambilan sampel pada empat kelurahan. Adapun kajian mengenai dampak dari tata laksana pengelolaan sampah yang berlangsung pada wilayah penelitian tersebut. Metode yang digunakan untuk mempermudah proses penelitian tersebut adalah deskriptif kualitatif. Instrument untuk proses pengumpulan datanya dilakukan dengan cara observasi lapangan, penyebaran angket kuesioner terpimpin secara online, wawancara dan dokumentasi.
Hasil analisis dari data-data penelitian ditemukan bahwa keterlibatan masyarakat dalam proses mengelola sampah, khususnya penyediaan tempat pewadahan sampah sesuai jenisnya masih kurang. Dimana, nilai rata-ratanya hanya mencapai 77,8 dari 200 sebagai skor tertinggi atau setara dengan 20% dari 100%. Sedangkan untuk partisipasi masyarakat dalam melakukan proses pengelolaan sampah sesuai dengan jenisnya juga masih kurang. Dimana, nilai rata-ratanya hanya mencapai 12 dari skor tertinggi 20 atau setara dengan 33% dari 100%. Dampak dari tata laksana pengelolaan sampah yang kurang baik ini adalah pencemaran terhadap lingkungan, dan terganggunya kesehatan masyarakat.
Berdasarkan pada hasil analisa di atas maka dapat disimpulkan bahwa tata laksana pengelolaan sampah di kecamatan Dom Aleixo berada pada taraf kurang baik, belum memadai, walaupun pihak pemerintah telah menyediakan beberapa fasilitas. Kurang baiknya tata laksana pengelolaan sampah di tengah kehidupan masyarakat Dom Aleixo sangat dipengerahui oleh beberapa hal, antara lain (i) minimnya partisipasi aktif masyarakat, (ii) regulasi yang masih lemah dan tidak adanya pelaksanaan sanksi, (iii) minimnya sosialisasi, evaluasi dan monitoring dari pihak berwajib terhadap masyarakat dalam proses pengelolaan sampah.
Berdasarkan pada fakta-fakta data dan analisis di atas, maka direkomendasikan beberapa hal (i) perlunya perumusan regulasi yang otentik,(ii) adakan sosialisasi terpadu dan (iii) perlu diadakan evaluasi dan monitoring.

Waste management is the right way or step to deal with the level of waste generation. Based on the above understanding, the author tries to observe and analyze the waste management in Dom Aleixo sub-district by taking samples from four villages. As for the study of the impact of waste management that took place in the research area. The method used to facilitate the research process is descriptive qualitative. Instruments for the data collection process were carried out by means of field observations, distribution of online guided questionnaires, interviews and documentation.
The results of the analysis of research data found that community involvement in the process of managing waste, especially the provision of waste containers according to the type was still lacking. Where, the average score only reached 77.8 out of 200 as the highest score or equivalent to 20% of 100%. Meanwhile, community participation in being actively involved in carrying out the waste management process according to its type is also still lacking. Where, the average score only reached 12 of the highest score of 20 or equivalent to 33% of 100%. The impact of this poor waste management is pollution to the environment, and disruption of public health.
Based on the results of the analysis above, it can be concluded that the management of waste management in the Dom Aleixo sub-district is at a poor level, not adequate, even though the government has provided several facilities. The lack of good waste management in the life of the Dom Aleixo community is strongly influenced by several things, including (i) the lack of active community participation, (ii) weak regulations and no implementation of sanctions, (iii) the lack of socialization, evaluation and monitoring from the authorities to the community in the process of waste management.
Based on the data facts and analysis above, several things are recommended (i) the need for the formulation of authentic regulations, (ii) conducting an integrated socialization and (iii) the need for evaluation and monitoring.
