The existence of the COVID-19 pandemic in Indonesia has caused various
problems to occur such as economic, social, and health problems that have
increased due to the COVID-19 pandemic. The economic problems caused by
COVID-19 prompted the Indonesian Government to make the COVID-19 Village
Fund BLT policy as contained in Permendesa Number 6 of 2020. The COVID-19
Village Fund BLT program was created with the aim of easing the burden on
rural communities due to the COVID-19 pandemic. The COVID-19 Village Fund
BLT program carried out still has problems, especially in the distribution aspect
The purpose of writing this thesis is to evaluate the implementation of the
Village Fund BLT program for people who receive assistance in the Villages of
Pacar and Dadirejo, Tirto District, Pekalongan Regency in 2020. The method
used in this research is qualitative exploratory. The subjects of this study were the
recipients of direct cash assistance in the Villages of Pacar and Dadirejo in 2020.
The results of the study explain that the implementation of the Village
Fund BLT program in the Villages of Pacar and Dadirejo in 2020 still has several
problems, such as multiple recipients of assistance, people who do not get the
Village Fund BLT rights, the absence of sticker affixing as evidence that the
community has received the Village Fund BLT. Apart from some of the problems
that occurred, the COVID-19 Village Fund BLT really helped the community of
Pacar Village and Dadirejo Village in dealing with the COVID-19 pandemic. The
COVID-19 Village Fund BLT is used by village communities to meet their daily
needs, pay school fees, increase business capital, reduce poverty and
unemployment and buy medicine for sick family members.
The implementation of the policy of providing BLT Village Funds to
overcome the impact of the COVID-19 Pandemic in the Villages of Boyfriend and
Dadirejo based on Dunn's view and the existing regulations, there are still some
problems, especially in the aspect of distributing aid receipts. The researcher's
suggestion is that there is a need for re-collection of data for the poor related to
the determination of recipients of direct cash assistance and it is necessary to
apply the criteria for receiving direct cash assistance properly to the poor.
