Abstract

Permasalahan sanitasi merupakan salah satu permasalahan yang perlu menjadi perhatian pemerintah Kabupaten Cilacap terutama pengelolaan lumpur tinja di kota Cilacap. Penelitian ini bertujuan untuk menentukan strategi yang dapat diterapkan oleh kota Cilacap dalam rencana pelaksanaan program Layanan Lumpur Tinja Terjadwal (L2T2). Penelitian ini menggunakan metode deskriptif kualitatif dan kuantitatif, dilakukan di 8 kelurahan, menggunakan data observasi lapangan, data kuisioner, dan hasil perhitungan analisis. Pola kehidupan sanitasi masyarakat kota Cilacap menunjukan bahwa sebagian besar tangki septik tidak disedot walalupun sebagian masyarakat megetahui bahaya dari tangki septik yang tidak pernah disedot. Untuk kinerja layanan lumpur tinja, saat ini kota cilacap masih masuk ke dalam kategori cukup dan masih perlu adanya perbaikan dalam sarana dan prasarananya. Dari hasil analisis perhitungan ekonomi, program L2T2 layak untuk dilaksanakan di kota Cilacap, dengan tarif yang lebih rendah dari tarif normal saat ini. Sedangkan untuk analisis kesenjangan, kota Cilacap belum memiliki prosedur pelaksanaan dan pola operasi layanan lumpur tinja. Untuk strategi yang dapat diterapkan kota Cilacap apabila akan melaksanakan program L2T2 antara lain dengan melihat potensi kota Cilacap, menyepakati prinsip layanan L2T2, membuat konsep awal L2T2, meminta restu dari pimpinan daerah, mengenali calon pelanggan, menyusun rancangan operasi, mengembangkan kapasitas operator, melengkapi regulasi, menyiapkan armada, melibatkan mitra operasi, menyiapkan sistem manajemen, merencanakan keuangan dan mempromosikan layanan L2T2.

Sanitation problems are one of the problems that need to be paid attention by the Cilacap Regency government, especially the of fecal sludge management in the city of Cilacap. This study aims to determine the strategies that can be applied in Cilacap forthe implementation plan of the Scheduled Sludge Service (L2T2) program. This study uses descriptive qualitative and quantitative methods, located in 8 villages, using observation data, questionnaire data, and the results of analytical calculations. The pattern of sanitation life of the people of Cilacap city shows that most of the septic tanks are not vacuumed even though some people know the dangers of the septic tanks that have never been vacuumed. For the performance of fecal sludge services, currently Cilacap is still in the sufficient category and still needs improvements in its facilities and infrastructure. From the analysis of economic calculations, the L2T2 program is feasible to be implemented in Cilacap, with a lower tariff than the current normal rate. From the gap analysis, Cilacap does not yet have a procedure for implementing and operating a fecal service pattern. For strategies that can be applied by the city of Cilacap when implementing the L2T2 program, among others, by looking at the potential of the city of Cilacap, agreeing on the principles of L2T2 services, making an initial L2T2 concept, asking for approval from regional leaders, identifying potential customers, preparing operational plans, developing operator capacity, completing regulations , prepare the fleet, engage operating partners, set up management systems, plan finances and promote L2T2 services.
