Abstract

Laju penebangan pohon yang terus meningkat menyebabkan manfaat hutan menjadi tidak maksimal dan berpotensi menimbulkan kerusakan lingkungan hidup. Ekosistem hutan antara lain berfungsi sebagai penyedia oksigen, menyerap karbon dioksida, menjaga plasma nutfah dan keanekaragaman hayati. Pemerintah mengeluarkan kebijakan kredit tunda tebang pohon untuk mengatasi bertambahnya tingkat penebangan pohon. Program kredit tunda tebang pohon adalah pemberian dana pinjaman yang ditujukan kepada petani hutan rakyat dengan jaminan pohon. Pemberian kredit bertujuan agar petani tetap mempertahankan pohon di lahannya untuk tidak ditebang sehingga kondisi lingkungan hidup terjaga. Penelitian yang dilaksanakan di Kabupaten Semarang dilakukan untuk mengkaji kondisi ekologis berdasarkan analisis vegetatif (Anveg) dengan perhitungan Indeks Nilai Penting (INP), Indeks Keanekaragaman dan Indeks Kemerataan, serta mengkaji pelaksanaan program kredit tunda tebang pohon dan memberikan rekomendasi strategi program kredit tunda tebang pohon yang berkelanjutan dengan menggunakan analisis SWOT. Hasil peneltian menunjukkan (a) Perhitungan INP menghasilkan nilai tertinggi untuk jenis Tectona grandis (Jati), menunjukkan Jati dapat tumbuh dengan baik dan beradaptasi dengan kondisi lingkungan. (b) Perhitungan indeks keanekaragaman memperlihatkan keanekaragaman rendah, sehingga komunitas tidak stabil. Kondisi tersebut mengakibatkan daya lenting lingkungan rendah. (c) Perhitungan indeks kemerataan menunjukkan ekosistem dalam kategori stabil dan labil, yang berarti memiliki daya dukung lingkungan hidup yang baik. Strategi yang efektif yang dapat menjaga fungsi lingkungan hidup dengan baik berdasarkan analisis SWOT adalah strategi SO. Strategi SO menggunakan kekuatan internal menjadi pendorong untuk dapat memanfaatkan peluang ekternal dengan sebaik-baiknya, sehingga pelaksanaan program kredit tunda tebang pohon dapat mendukung pembangunan yang berkelanjutan.

The rate of trees cutting continues to increase causing the benefits of the forest to be not optimal and have the potential to cause environmental damage. Forest ecosystems, among others, function as a provider of oxygen, absorb carbon dioxide, maintain germplasm and biodiversity. The government issued a deferred tree cutting credit policy to address the increasing rate of tree cutting. The deferred tree cutting credit program is the provision of loan funds aimed at community forest farmers with tree guarantees. The purpose of granting credit is to ensure that farmers keep the trees on their land from being cut down so that environmental conditions are maintained. The research conducted in Semarang Regency was conducted to examine the ecological conditions based on vegetative analysis (Anveg) with the calculation of the Important Value Index (INP), Diversity Index and Evenness Index, as well as reviewing the implementation of the delaying logging credit program and providing recommendations for the strategy of the delaying logging credit program sustainable by using SWOT analysis. The results of the research show (a) The INP calculation produces the highest value for the type of Tectona grandis (Teak), indicating that Teak can grow well and adapt to environmental conditions. (b) The diversity index calculation shows low diversity, so the community is unstable. This condition results in low environmental resilience. (c) The evenness index calculation shows that the ecosystem is in the stable and unstable category, which means it has a good environmental carrying capacity. An effective strategy that can maintain the function of the environment properly based on a SWOT analysis is the SO strategy. SO's strategy of using internal strengths is a driving force to be able to take advantage of external opportunities as well as possible, so that the implementation of the tree-cutting delay credit program can support sustainable development.
