Abstract

Semakin tingginya permukaan laut dan penurunan permukaan tanah mengancam sebagian wilayah pesisir Kota Semarang secara permanen terbanjiri air laut di tahun 2100. Kerusakan lahan yang kerugian ekonominya mencapai 3,5 triliun rupiah ini diprediksikan lajunya masih akan terus meningkat lajunya dan rencana tata ruang dianggap menjadi penyebab dari fenomena ini. Identifikasi optimalisasi fungsi rencana tata ruang dalam mengendalikan laju penurunan permukaan tanah menjadi tujuan utama dalam penelitian ini. Tujuan tersebut dianalisis dengan mengidentifikasi laju dan karakteristik, menganalisis perubahan rata-rata laju tahun 2007-2011 dan 2015-2017, menganalisis perbedaan rencana tata ruang dalam merespon fenomena ini, serta memahami integrasinya ke dalam kebijakan rencana tata ruang. Metode yang digunakan adalah metode campuran dengan kuantitatif dilakukan dengan analisis tumpang tindih peta spasial dan kualitatif dilakukan dengan analisis komparasi dan analisis konten. Peningkatan laju ditemukan mayoritas terjadi di zona perumahan. Terdapat 17,2% wilayah yang rencana guna lahan di level regional dan lokalnya masih kurang sesuai dan zona perkotaannya masih dialokasikan di area peningkatan laju. Secara umum, RTR di level lokal memainkan fungsi preventif dan RTR di level yang lebih tinggi menjalankan fungsi kuratif. Integrasi geologi dan air tanah serta konsiderasi amblesan tanah sebagai bencana perlu dilakukan agar rencana tata ruang dapat optimal mengendalikan laju penurunan permukaan tanah.

Rising sea levels and land subsidence threatens that some coastal areas of Semarang City will be permanently flooded by seawater in 2100. Land damage, which has an economic loss of 3.5 trillion rupiahs, is predicted to continue to increase at a rate, and spatial planning is the cause of this phenomenon. Identification of the optimization of the function of the spatial plan in controlling the land subsidence rate is the main objective of this study. That objective is analyzed by identifying rates and characteristics, analyzing changes in the average rates of 2007-2011 and 2015-2017, analyzing differences in spatial planning’s response to this phenomenon, and understanding their integration into spatial planning policies. The method used is a mixed-method with quantitative analysis carried out by overlapping spatial maps and qualitative analysis carried out by comparative analysis and content analysis. The increase in the rate was found mostly in the residential zone. There are 17.2% of the area where land use plans at the regional and local levels are still not suitable and the urban zones are still allocated in areas of increasing rate. In general, spatial planning at the local level plays a preventive function and spatial planning at a higher level carries out a curative function. Integration of geology and groundwater as well as consideration of subsidence as a disaster, need to be carried out so that spatial planning can optimally control the rate of land subsidence.
