Abstract

Skripsi ini berjudul “Pengaruh Pelaksanaan Kegiatan Pengawasan Kearsipan oleh
ANRI terhadap Kualitas Penyelenggaraan Kearsipan pada Kementerian Desa,
Pembangunan Daerah Tertinggal dan Transmigrasi”. Penelitian ini bertujuan untuk
mengetahui bagaimana Pengaruh Pelaksanaan Kegiatan Pengawasan Kearsipan
oleh ANRI terhadap Kualitas Penyelenggaraan Kearsipan pada Kementerian Desa,
Pembangunan Daerah Tertinggal dan Transmigrasi. Penelitian ini menggunakan
metode kualitatif. Teknik pengambilan data yang dilakukan yaitu melalui
wawancara, observasi dan dokumentasi. Wawancara dilakukan terhadap 3 (tiga)
informan. Pelaksanaan program pengawasan terhadap penyelenggaraan kearsipan
terdiri dari tiga tahapan yaitu tahap audit, tahap penilaian, dan tahap monitoring.
Pada tahap audit, ANRI melihat kondisi faktual dari penyelenggaraan kearsipan
lembaga yang diawasi. Pada tahap penilaian, ANRI mengeluarkan nilai
penyelenggaraan kearsipan melalui hasil audit yang dilakukan sekaligus
menuliskan rekomendasi untuk memperbaiki penyelenggaran kearsipan. Pada
tahap monitoring, ANRI memantau perubahan terkait rekomendasi yang telah
diberikan. Program Pengawasan Penyelenggaraan Kearsipan melibatkan 7 (tujuh)
aspek penilaian yaitu, ketaatan terhadap peraturan perundang-undangan, program
kearsipan, pengolahan arsip inaktif, penyusutan arsip, sumber daya manusia
kearsipan, kelembagaan, serta prasarana dan sarana kearsipan. Tujuh aspek tersebut
dinilai dan diakumulasi menjadi nilai Penyelenggaraan Kearsipan pada
Kementerian Desa, Pembangunan Daerah Tertinggal dan Transmigrasi. Melihat
perubahan yang terjadi pada ketujuh aspek pengawasan, dapat disimpulkan bahwa
program pengawasan penyelenggaraan kearsipan memiliki pengaruh terhadap
kualitas penyelenggaraan kearsipan di Kementerian Desa, Pembangunan Daerah
Tertinggal dan Transmigrasi.
The tittle of this research is "The Impact Employment of Archival Monitoring
Activities by ANRI towards the Quality of Archival Management at the Village,
Development of Disadvantaged Areas, and Transmigration Ministry". This study
aims to find out how the impact of the implementation of archival monitoring
activities by ANRI towards the quality of archiving at the Village, Development of
Disadvantaged Areas, and Transmigration Ministry. This research type is
qualitative method. The data retrieval technique is done through interviews,
observation and documentation involving 3 (three) informants. The implementation
of the monitoring program on the administration of archives consists of three
stages, namely the audit phase, the assessment stage, and the monitoring phase.
During the audit phase, ANRI looked at the factual conditions of the organization
of monitoring archives. At the assessment stage, ANRI issued the value of
organizing archives through the results of the audit conducted while writing
recommendations to improve filing. During the monitoring phase, ANRI monitors
the changes related to recommendations that have been given. The Monitoring
Archival Management Program involves 7 (seven) aspects of assessment, namely,
adherence to laws and regulations, archival programs, inactive file processing, file
depreciation, archival human resources, institutions, and archival infrastructure
and facilities. These seven aspects are assessed and accumulated to be the value of
organizing archives at the Village, Development of Disadvantaged Regions and
Transmigration Ministry. Seeing the changes that occur in the seven aspects of
supervision, it can be concluded that the surveillance program for the Employment
of archives has an influence on the quality of archiving in the Village, Development
of Disadvantaged Areas, and Transmigration Ministry.
