The National Library of the Republic of Indonesia has formulated Higher
Education National Library Standards as a reference in library management. This
study aims to determine the extent of the application of college SNP and how
librarians' perceptions of the application of college SNP in Unit Pelaksana Teknis
(UPT) of the Diponegoro University Library in Semarang. The research method
used in this study was a qualitative study using observation and interviews as data
collection techniques. The interview was conducted in a semi-structured manner
and involved 5 informants consisting of the head of the library, head of
administration and librarian at UPT Diponegoro University Library. The data
obtained were then analyzed using thematic analysis. From the results of data
analysis found 4 themes related to library national standardsthat is, the application
of snp, snp function, snp implementation constraints, and snp evaluation. The first
theme is the application of national library standards in UPT Diponegoro
University Library, namely in the development of collections, infrastructure,
processing library materials, and library staff. The second theme tells about the
function of the library's national standards based on the perception of librarians
namely, as an increase in the quality of collections, consideration of accreditation
assessment, references in management, and references to the uniformity of library
management in Indonesia. the third theme is the constraints on the implementation
of library national standards describing the obstacles in the management and
constraints of university budget policies. Management constraints include, the
addition of printed collections, library opening hours and limitations of library
human resources. Policy constraints include, policies regarding electronic
services, budget policies in developing collections, and university budget policies.
The fourth theme is the evaluation of library national standards that tells about the
library's national standards should add discussion about renewal, virtual visits,
detailed explanations regarding the addition of collections, coordination between
PNRI and the Ministry of Research and Education regarding the implementation of
SNP higher education, administrative disciplines and keep running SOPs and
manuals
Perpustakaan Nasional Republik Indonesia telah merumuskan Standar Nasional
Perpustakaan Perguruan Tinggi sebagai acuan dalam pengelolaan perpustakaan.
Berdasarkan SNP PT(Standar Nasional Perpustakaan Perguruan Tinggi) tersebut,
penelitian ini bertujuan untuk mengetahui bagaimana persepsi pustakawan terhadap
penerapan SNP perguruan tinggi di Unit Pelaksana Teknis (UPT) Perpustakaan
Universitas Diponegoro Semarang. Metode penelitian yang digunakan dalam
penelitian ini adalah penelitian kualitatif dengan menggunakan observasi dan
wawancara sebagai teknik pengambilan datanya.Wawancara dilaksanakan dengan
cara semi terstruktur dan melibatkan 5 informan yang terdiri dari kepala
perpustakaan, kepala tata usaha dan pustakawan di UPT Perpustakaan Universitas
Diponegoro. Data yang diperoleh kemudian dianalisis dengan menggunakan
thematic analysis. Dari hasil analisis data ditentukan 4 tema terkait dengan Standar
Nasional Perpustakaan yaitu, penerapan SNP, fungsi SNP, kendala penerapan SNP,
dan evaluasi SNP. Tema pertama adalah penerapan Standar Nasional perpustakaan
di UPT Perpustakaan Universitas Diponegoro yaitu dalam pengembangan koleksi,
sarana prasarana, pengolahan bahan pustaka, dan tenaga perpustakaan.Tema kedua
tentang fungsi Standar Nasional Perpustakaan berdasarkan persepsi pustakawan
yaitu, sebagai peningkatan kualitas koleksi, pertimbangan penilaian akreditasi,
acuan dalam pengelolaan, serta acuan keseragaman pengelolaan perpustakaan di
indonesia. Sedangkan tema ketiga yaitu kendala penerapan Standar Nasional
Perpustakaan menggambarkan tentang kendala dalam pengelolan dan kendala
kebijakan anggaran universitas. Kendala pengelolaan meliputi, penambahan
koleksi tercetak, jam buka perpustakaan serta keterbatasan sumber daya manusia
perpustakaan. Kendala kebijakan meliputi, kebijakan mengenai layanan elektronik,
kebijakan anggaran dalam pengembangan koleksi, serta kebijakan anggaran
universitas. Tema keempat adalah evaluasi Standar Nasional Perpustakaan yang
menceritakan tentang Standar Nasional Perpustakaan seharusnya menambahkan
pembahasan mengenai kemutakhiran, kunjungan virtual, penjelasan secara detail
perihal penambahan koleksi, koordinasi antara PNRI dengan Kementrian
Ristekdikti perihal penerapan snp perguruan tinggi, disiplin administrasi serta tetap
menjalankan SOP dan buku pedoman
