Abstract

Social media is a place to make it easier for users to get and share information. The
influence of the use of social media cannot be separated from the existence of hoax
news information that is rife. After the 2019 general election, Indonesia was faced
with restrictions on access to social media as a result of the circulation of hoax
information about fraudulent news about the results of the general election by
Komisi Pemilihan Umum (KPU). This study aimed to explore and understand the
perception Generasi Melek Politik Community of restrictions on social media
access after general election 2019. The research method used in this study is a
qualitative method that using observation, semi-structured interview and
documentation. The results show four themes related to the perception of the
Generasi Melek Politik Community on restrictions on social media access after the
2019 general election. The first theme is prevention efforts that describe the opinion
of informants regarding the government's efforts to prevent and minimize the
circulation of hoaxes after the 2019 general election. The second theme is
information governance, this theme tells about the perception of informants
regarding information governance by the government with a policy of restrictions
access to social media use after the 2019 general election which is expected to
reduce anxiety from information circulating in the public. The third theme is the
impact of restrictions, a theme that illustrates the views of informants on the
implementation of the government's policy to restrict access to social media which
has had a real impact on some informants from Generasi Melek Politik Community
on the aspect of communication in terms of work, so that the informants decided to
use other alternatives as a solution to the problem of restricting access social
media. The fourth theme is the information behavior, which contains informants'
perceptions about the use of social media to get information. The awareness that
social media is not the only valid source of information bring up the habit of
obtaining information by searching for more information

Media sosial merupakan wadah untuk mempermudah penggunanya untuk
mendapatkan maupun menyebarkan informasi. Pengaruh penggunaan media sosial
pun tidak terlepas dari adanya informasi berita hoaks yang marak tersebar. Pasca
pemilihan umum 2019, Indonesia dihadapkan dengan pembatasan akses media
sosial akibat dari beredarnya informasi hoaks mengenai kabar curang tentang hasil
pemilihan umum oleh Komisi Pemilihan Umum. Penelitian ini bertujuan untuk
mengeksplorasi dan memahami persepsi Komunitas Generasi Melek Politik
terhadap pembatasan akses media sosial pasca pemilihan umum 2019. Metode
penelitian yang digunakan untuk mencapai tujuan penelitian tersebut adalah metode
kualitatif dengan menggunakanobservasi, wawancara semi-terstruktur dan
dokumentasi. Data yang terkumpul kemudian dianalisis menggunakan thematic
analysis. Hasil penelitian menunjukan empat tema terkait dengan persepsi
Komunitas Generasi Melek Politik terhadap pembatasan akses media sosial pasca
pemilihan umum 2019. Tema pertama yaitu upaya pencegahan yang
menggambarkan pendapat informan mengenai upaya pemerintah untuk mencegah
dan meminimalisir peredaran hoax pasca pemilihan umum 2019. Tema kedua yaitu
tata kelola informasi, tema ini menceritakan tentang persepsi informan mengenai
tata kelola informasi yang diberlakukan pemerintah dengan kebijakan membatasi
akses penggunaan media sosial pasca pemilihan umum 2019 yang diharapkan dapat
mengurangi kecemasan dari informasi yang beredar di masyarakat. Tema ketiga
yaitu dampak pembatasan, sebuah tema yang mengilustrasikan pandangan
informan tentang penerapan kebijakan pembatasan akses media sosial yang
dilakukan pemerintah memberikan dampak secara nyata bagi sebagian informan
dari Komunitas Generasi Melek Politik pada aspek komunikasi dalam hal
pekerjaan, sehingga para informan memutuskan untuk menggunakan alternatif lain
sebagai solusi permasalahan pembatasan akses media sosial. Tema keempat yaitu
perilaku informasi yang berisi persepsi informan tentang penggunaan media sosial
untuk memperoleh informasi. Kesadaran bahwa media sosial bukanlah satu�satunya sumber informasi yang valid membawa kebiasaan dalam memperoleh
informasi dengan dilakukannya penelusuran informasi lebih lanjut.
