Abstract

This study aims to determine how to use the PAK CAPIL application as a means
of retrieval of archives in the Department of Population and Civil Registration of
Magelang Regency. This type of research used in this research is descriptive
qualitative. Data collection methods and techniques used are passive observation
and semi-structured interviews. There were four informants in this study who
involved the PIAK section and archivists. The data obtained from the analysis
used thematic analysis.The results of this analysis obtained two themes, that is the
archive retrieval system and the use of the PAK CAPIL application as an archive
retrieval system. The archive retrieval system was the first theme to be discovered.
This theme tells the process of recovering archives prior to the existence of an
application system until the initiation of the use of the PAK CAPIL application
and the importance of the PAK CAPIL application in the archive retrieval system.
Furthermore, the second theme is the use of the PAK CAPIL application as an
archive retrieval system. This theme tells the migration process from manual to
application-based systems to evaluation of the PAKCAPIL application as an
archive retrieval system using the Cleverdon model which consists of six
assessment indicators, namely (1) The Coverage of Collection; (2) The Time Lag;
(3) The Form Presentation; (4) The Effort;(5) The Recall and (6) The Precision.
The results of evaluation based on Cleverdon theory, PAK CAPIL application can
be effective as an archive retrieval system.

Penelitian ini bertujuan untuk mengetahui bagaimana pemanfaatan Aplikasi PAK
CAPIL sebagai sarana temu balik arsip di Dinas Kependudukan dan Pencatatan
Sipil Kabupaten Magelang. Jenis penelitian yang digunakan dalam penelitian ini
adalah deskriptif kualitatif. Metode dan teknik pengumpulan data yang digunakan
yaitu observasi pasif dan wawancara semi terstruktur. Informan dalam penelitian
ini berjumlah empat orang yang melibatkan kasi PIAK (Pengelolaan Informasi
Administrasi Kependudukan), arsiparis, dan petugas arsip. Data yang diperoleh di
analisis menggunakan analisis tematik. Hasil analisis ditemukan dua tema yaitu
sistem temu balik arsip dan pemanfaatan Aplikasi PAK CAPIL sebagai sistem
temu balik arsip. Sistem temu balik arsip menjadi tema pertama yang ditemukan.
Tema ini menceritakan proses temubalik arsip sebelum adanya sistem aplikasi
hingga pentingnya Aplikasi PAK CAPIL dalam sistem temu balik arsip.
Selanjutnya tema kedua adalah pemanfaatan Aplikasi PAK CAPIL sebagai sistem
temu balik arsip. Tema ini menceritakan proses migrasi dari manual ke sistem
berbasis aplikasi hingga evaluasi terhadap Aplikasi PAKCAPIL sebagai sistem
temu balik arsip menggunakan model Cleverdon yang terdiri dari enam
parameter, yaitu (1)The Coverage of Collection (Cakupan Koleksi); (2)The Time
Lag (Waktu respon); (3)The Form Presentation (Bentuk Penyajian); (4)The Effort
(Upaya Pengguna);(5)The Recalldan(6)The Precision.Hasil evaluasi berdasarkan
teori Cleverdon, Aplikasi PAK CAPIL dapat dikatakan efektif sebagai sistem
temu balik arsip.
