Abstract

This research aim to determine the role of Inspectorate Wonosobo Regency to fulfill
the necessary of Village Head public information concerns management of village
fund in Sub-district Kaliwiro, Wonosobo Regency. The research method used is
qualitative research. Data collection techniques in this research using observation
and semi-structured interviews. The informant involved in this research is the Lead
Auditor Inspectorate Wonosobo Regency and Village Head in the district Kaliwiro.
The data obtained are then analyzed using a thematic analysis. Based on the results
of the analysis were obtained three themes that are the role of the Inspectorate
Wonosobo Regency. They are facilitators, information disseminator and coach. The
role of the facilitator realized by consultants and sources of information about the
village fund management. As a consultant, the Inspectorate Wonosobo Regency is
ready to provide solutionts in the form information to solve the problems of the
village fund management. Sources of information included are as media
intermediaries for the Village Head information media both print, non-print, and
verbal information. The role of information disseminator is carried out with
socialization activities that are motivated by the effectiveness and efficiency of
information dissemination time. The last theme related to the role of the
Inspectorate Wonosobo Regency is a coach who becomes an early warning system
and quality assurance for the Village Head by trying to lead to a better direction
by providing public information in the form of solutions the mistakes that have been
made in the management of village funds. Duties and functions of the Inspectorate
Wonosobo Regency as an institution is monitoring, the presence of this study
appeared another role is a facilitator, information disseminator, and coach.

Penelitian ini bertujuan untuk mengetahui peran Inspektorat Kabupaten Wonosobo
dalam memenuhi kebutuhan informasi publik Kepala Desa mengenai pengelolaan
dana desa di Kecamatan Kaliwiro Kabupaten Wonosobo. Metode penelitian yang
digunakan adalah penelitian kualitatif. Teknik pengambilan data yang digunakan
yaitu observasi dan wawancara secara semi terstruktur. Informan yang terlibat
dalam penelitian ini adalah Ketua Tim Auditor Inspektorat Wonosobo dan Kepala
Desa di Kecamatan Kaliwiro. Data yang diperoleh dalam penelitian ini dianalisis
dengan menggunakan analisis tematik. Berdasarkan hasil analisis penelitian
diperoleh tiga tema yang merupakan peran dari Inspektorat Kabupaten Wonosobo
yaitu fasilitasi, diseminator informasi dan pembina. Peran fasilitator diwujudkan
dengan cara sebagai konsultan dan sumber informasi tentang pengelolaan dana
desa. Sebagai konsultan Inspektorat Kabupaten Wonosobo siap sedia memberikan
dan menyediakan solusi berupa informasi guna memecahkan permasalahan
pengelolaan dana desa. Sumber informasi yang dimaksud adalah sebagai perantara
media informasi bagi Kepala Desa baik informasi cetak, non cetak, maupun secara
lisan. Peran diseminator informasi dilakukan oleh Inspektorat Kabupaten
Wonosobo dengan melakukan kegiatan sosialisasi yang dilatarbelakangi oleh
efektifitas dan efisiensi waktu penyebaran informasi. Tema terakhir terkait dengan
peran Inspektorat Kabupaten Wonosobo adalah sebagai pembina yang menjadi
early warning system dan quality assurance bagi Kepala Desa dengan cara berusaha
mengarahkan ke arah yang lebih baik dengan memberikan informasi publik dalam
bentuk solusi sesuai dengan kesalahan yang telah dilakukan dalam pengelolaan
dana desa. Tugas pokok dan fungsi Inspektorat Kabupaten Wonosobo sebagai
badan publik adalah pengawasan, dengan adanya penelitian ini muncul peran lain
yaitu fasilitator, diseminasi informasi, dan pembina.
