Abstract

Parliamentary digitization is a form of institutional transformation aimed at
strengthening the relationship between the public and representative institutions
through the use of information technology. In the context of E-Parliament, digital
technology serves not only as a means of public service but also as a new space for
the public to voice their aspirations and engage in political communication with their
representatives. However, the existence of digital channels does not automatically
strengthen political representation if it is not supported by institutional capacity,
public readiness, and sustainable system governance. This study aims to analyze the
implementation of the Council Service Information System (SIPELAWAN) as an EParliament instrument in the Central Java Provincial Regional People’s
Representative Council (DPRD), assess its contribution to political representation and
public participation, and identify the factors influencing its implementation. This
study employs a qualitative approach using a case study design. Research data were
collected through interviews, observations, and documentation involving members of
the Central Java Provincial Legislative Council, the Legislative Council Secretariat,
and the public as participants. The analysis draws on the perspectives of digital
governance, Pitkin’s (1967) theory of political representation, and Arnstein’s (1969)
concept of public participation. The results indicate that the implementation of
SIPELAWAN has created a new digital space for the public to access information,
voice their concerns, and communicate with the Central Java Provincial DPRD. The
implementation of SIPELAWAN is supported by institutional commitment, the
integration of digital services, and the development of infrastructure to support
legislative services. However, SIPELAWAN has not yet fully achieved substantive
political representation. From Pitkin’s perspective, SIPELAWAN is stronger in the
dimension of formalistic representation through the provision of communication
mechanisms between the public and the Provincial Legislative Council, while the
substantive dimension remains dependent on the institution’s ability to respond to and
act on public aspirations. Meanwhile, Arnstein’s perspective indicates that the
available digital participation spaces have not yet fully generated meaningful
participation because they are still constrained by limited digital literacy, the public’s
lack of knowledge about the services, and a strong preference for conventional
political communication mechanisms. The implementation of SIPELAWAN is
influenced by institutional factors, public accessibility and capacity, socio-cultural
factors in political representation, as well as systemic, technological, and structural
factors related to the sustainability of digital service governance. This study
demonstrates that parliamentary digitization requires not only the provision of
technology but also the strengthening of institutional capacity, political
responsiveness, and public readiness so that the available digital space can evolve into
a more open, inclusive, and sustainable instrument of political representation.
