Abstract
Program transisi energi nasional dengan target Net Zero Emission (NZE) di tahun 2060 membutuhkan penambahan pembangkit energi terbarukan berskala besar salah satunya adalah PLTS. Namun demikian terdapat kendala dalam pembangunan PLTS yaitu keterbatasan lahan. Maka dari itu pembangunan PLTS Apung merupakan salah satu upaya untuk mengatasi hal tersebut. Di sisi lain, masih dalam program transisi energi, pemerintah juga merencanakan pembangunan PLTA skala besar di seluruh Indonesia, salah satunya adalah PLTA Pump Storage (1.000 MW) di Jawa Timur yang berfungsi seperti power bank, yaitu memanfaatkan kelebihan daya pada saat dini hari atau siang hari untuk memompa (proses pumping) air ke reservoir atas untuk kemudian disimpan airnya, sedangkan pada malam hari saat beban puncak air tersebut dialirkan ke reservoir bawah untuk memutar turbin (proses generating).
Mempertimbangkan bahwa reservoir bawah dengan luasan sekitar 66,3 ha masih memiliki area yang sangat luas untuk pembangunan PLTS Apung, maka dalam penelitian ini direncanakan pembangunan PLTS Apung di reservoir bawah tersebut. Studi ini akan mensimulasikan penggunaan Pvsyst untuk pembangunan PLTS Apung berkapasitas 4,48 MWac, memanfaatkan area waduk sekitar 4,84 ha sehingga dapat diketahui energi yang dihasilkan dalam setahun. Aspek Finansial juga dikaji untuk mengetahui kelayakan pembangunan PLTS Apung tersebut, selain itu, aspek lingkungan dari sisi pengurangan Emsisi Gas Rumah Kaca serta seberapa besar pengaruhnya dalam mengurangi evaporasi di reservoir bawah juga dihitung.
Studi ini akan menggunakan 4 skenario untuk membandingkan aspek tekno – finansial – lingkungan antara lain : (1) modul monofasial; (2) modul bifasial, keduanya tanpa baterai menghasilkan energi listrik yang hanya digunakan untuk memasok daya ke sistem kelistrikan 20 kV Pacitan saja, sementara skenario (3) modul monofasial+BESS 20,58 MWh; dan (4) modul bifasial+BESS 20,38 MWh, energi listrik yang dihasilkan selain memasok daya ke sistem kelistrikan Pacitan sebagian energinya disimpan dalam baterai (BESS) kemudian digunakan untuk memasok energi listrik ke peralatan bantu (auxilliary load) PLTA Pump Storage pada saat proses pumping sekitar 2,0 MW selama lima jam siklus pemompaan dini hari (±10 MWh).
Dari hasil simulasi diperoleh bahwa skenario (2) modul bifasial tanpa baterai menghasilkan energi tahunan tertinggi sebesar 9.474.473 kWh dengan performance ratio (PR) 89,73%, atau 4,91% lebih tinggi dibanding acuan skenario (1) modul monofasial tanpa baterai (9.031.908 kWh; PR 84,74%). Sementara itu, skenario (3) dan (4) menyalurkan energi sebesar 8.573.928 kWh dan 8.382.356. Analisis finansial dengan asumsi menggunakan tarif Perpres 112/2022 sebagai base, serta biaya modul 0,11–0,12 US$/W; BESS turnkey 125 US$/kWh), pinjaman konstruksi komersial 7,0% dan WACC 9,5% menunjukkan keempat skenario layak. Skenario (1) dan (2) mencapai NPV +US$1,65–1,92 juta (IRR 15,5–16,5%; payback 5,3–5,6 tahun), sedangkan skenario (3) dan (4) mencapai NPV +US$1,83–1,93 juta, IRR 13,5–13,9%, dan payback 6,0–6,2 tahun setelah penerapan komponen harga fasilitas baterai Pasal 10 Perpres diterapkan. Dari sisi lingkungan, sistem dapat menghemat 156.629–179.040 tCO₂ selama 30 tahun dan mengurangi evaporasi waduk sebesar 57.090–60.988 m³/tahun pada luasan area 6,83–7,30% dari permukaan waduk. Penelitian ini menyimpulkan bahwa pembangunan PLTS Apung baik dengan BESS ataupun tanpa BESS pada rencana lokasi reservoir bawah PLTA Pump Storage Jawa Timur layak secara teknis, finansial, dan lingkungan.

Indonesia's national energy transition programme, targeting Net Zero Emission (NZE) by 2060, requires large-scale additions of renewable generation capacity, with solar photovoltaics (PV) among its mainstays. Utility-scale PV deployment, however, is constrained by land availability, and floating solar PV (FPV) has emerged as one means of overcoming this barrier. In parallel, under the same transition programme, the government is planning large-scale hydropower development across the country — including a 1,000 MW Pumped Storage Hydropower Plant (PSHP) in East Java that operates in the manner of a power bank: surplus grid power during the early morning and midday hours is used to pump water to the upper reservoir for storage (pumping mode), while during the evening peak the stored water is released to the lower reservoir to drive the turbines (generating mode).
Given that the lower reservoir, with a surface area of approximately 66.3 ha, offers ample space for floating PV development, this study proposes the deployment of an FPV plant on that reservoir. A 4.48 MWac floating PV system occupying only about 4.84 ha of the water surface is simulated in PVsyst to establish its annual energy yield. The financial dimension is assessed to determine the viability of the investment, while the environmental dimension is quantified in terms of greenhouse-gas emission reduction and the extent to which the floating array suppresses evaporation from the lower reservoir.
Four scenarios are compared across the techno–financial–environmental dimensions: (1) monofacial modules and (2) bifacial modules, both without storage, in which all generated electricity is exported solely to the Pacitan 20 kV distribution network; and (3) monofacial modules with a 20.58 MWh BESS and (4) bifacial modules with a 20.38 MWh BESS, in which — in addition to supplying the Pacitan network — a portion of the generated energy is stored in the battery and subsequently delivered to the auxiliary loads of the PSHP during its pumping cycle, at approximately 2.0 MW over the five-hour early-morning pumping window (±10 MWh per night).
The simulation results show that Scenario (2), bifacial without storage, yields the highest annual energy of 9,474,473 kWh with a performance ratio (PR) of 89.73% — 4.91% above the monofacial baseline of Scenario (1) (9,031,908 kWh; PR 84.74%). Scenarios (3) and (4) deliver 8,573,928 kWh and 8,382,356 kWh, respectively. The financial analysis — adopting the Presidential Regulation (Perpres) No. 112/2022 tariff as the baseline, with module costs of US$0.11–0.12/W, a turnkey BESS cost of US$125/kWh, a 7.0% commercial construction loan, and a 9.5% WACC — indicates that all four scenarios are feasible. Scenarios (1) and (2) achieve an NPV of +US$1.65–1.92 million (IRR 15.5–16.5%; payback 5.3–5.6 years), while Scenarios (3) and (4) reach an NPV of +US$1.83–1.93 million (IRR 13.5–13.9%; payback 6.0–6.2 years) once the battery-facility price component under Article 10 of the Regulation is applied. Environmentally, the system avoids 156,629–179,040 tCO₂ over its 30-year lifetime and reduces reservoir evaporation by 57,090–60,988 m³/year at a coverage of 6.83–7.30% of the reservoir surface. The study concludes that floating PV development — with or without BESS — at the planned lower reservoir of the East Java Pumped Storage Hydropower Plant is technically, financially, and environmentally feasible.
