Abstract
Perkembangan inisiatif Smart Village belum diikuti oleh tersedianya model efektivitas terintegrasi yang secara sistematis mengevaluasi penerimaan, adopsi, dan keberlanjutan implementasinya pada tingkat desa. Penelitian terdahulu lebih banyak menekankan aspek konseptual dan pengembangan teknologi, tetapi belum mengintegrasikan pengukuran dimensi keberhasilan sistem informasi dan atribut adopsi inovasi dalam satu kerangka evaluasi terstruktur. Kesenjangan tersebut menunjukkan perlunya pengembangan model efektivitas terintegrasi yang menggabungkan pengukuran empiris dan verifikasi kontekstual. Disertasi ini bertujuan mengembangkan dan memvalidasi model efektivitas terintegrasi sebagai kerangka evaluasi penerimaan, adopsi, dan keberlanjutan Smart Village melalui sintesis Information System Success Model dan Diffusion of Innovation Theory. Penelitian ini menggunakan desain mixed methods yang meliputi systematic literature review, pengembangan konstruk dan indikator, pengukuran hubungan antarvariabel pada dimensi IS Success Model menggunakan covariance-based Structural Equation Modeling, serta verifikasi dan validasi melalui wawancara mendalam. Hasil pengukuran empiris mengidentifikasi tiga variabel yang berkontribusi signifikan terhadap efektivitas implementasi, yaitu community participation, socio-economic impact, dan service availability. Ketiga variable tersebut digunakan untuk menyempurnakan model akhir melalui integrasi aspek partisipasi, dampak implementasi, dan ketersediaan layanan dalam struktur evaluasi yang terukur. Model efektivitas terintegrasi yang dihasilkan terdiri atas enam dimensi keberhasilan sistem informasi kualitas sistem, kualitas informasi, kualitas layanan, penggunaan, kepuasan pengguna, dan manfaat bersih serta lima atribut adopsi inovasi keunggulan relatif, kompatibilitas, kompleksitas, trialability, dan observability yang terstruktur dalam tiga fase evaluasi, yaitu penerimaan, adopsi, dan keberlanjutan. Verifikasi dilakukan pada tiga desa studi kasus untuk menilai konsistensi indikator dan kesesuaian konteks implementasi, sedangkan validasi eksternal dilakukan pada desa dengan tingkat kematangan digital berbeda untuk menguji keterterapan model. Disertasi ini menghasilkan model evaluasi terintegrasi yang mengukur tingkat penerimaan, adopsi, dan keberlanjutan Smart Village berdasarkan indikator yang terverifikasi secara empiris dan kontekstual. Model tersebut dapat digunakan sebagai kerangka evaluasi sistematis untuk mengidentifikasi tingkat efektivitas implementasi serta menentukan prioritas perbaikan kebijakan dan tata kelola digital desa secara terukur.

The development of Smart Village initiatives has not yet been accompanied by the availability of an integrated effectiveness model that systematically evaluates the acceptance, adoption, and sustainability of their implementation at the village level. Previous studies have predominantly emphasized conceptual aspects and technological development, but have not yet integrated the measurement of information system success dimensions and innovation adoption attributes into a structured evaluation framework. This gap highlights the need to develop an integrated effectiveness model that combines empirical measurement with contextual verification. This dissertation aims to develop and validate an integrated effectiveness model as an evaluation framework for the acceptance, adoption, and sustainability of Smart Village through the synthesis of the Information System Success Model and Diffusion of Innovation Theory. This study employs a mixed-methods design comprising a systematic literature review, construct and indicator development, measurement of relationships among variables within the IS Success Model dimensions using covariance-based Structural Equation Modeling, and verification and validation through in-depth interviews. The empirical measurement results identified three variables that significantly contribute to implementation effectiveness, namely community participation, socio-economic impact, and service availability. These variables were incorporated to refine the final model by integrating aspects of participation, implementation impact, and service availability into a measurable evaluation structure. The resulting integrated effectiveness model consists of six information system success dimensions—system quality, information quality, service quality, use, user satisfaction, and net benefits—and five innovation adoption attributes—relative advantage, compatibility, complexity, trialability, and observability—structured across three evaluation phases: acceptance, adoption, and sustainability. Verification was conducted in three case-study villages to assess indicator consistency and contextual suitability, while external validation was conducted in a village with a different level of digital maturity to examine the applicability of the model. This dissertation produces an integrated evaluation model that measures the level of Smart Village acceptance, adoption, and sustainability based on empirically and contextually verified indicators. The model can be used as a systematic evaluation framework to identify the effectiveness of implementation and determine priorities for improving village digital policies and governance in a measurable manner.
