Abstract
Slow-onset hazards in coastal cities throughout the world, such as land subsidence, pose challenges for residents’ attachment to place. However, this matter is still underdiscussed in the literature and overlooked in planning policies. This study aims to fill this gap by using mixed-method research, combining spatial analysis, thematic analysis, framework analysis, and policy relevance analysis to: (1) analyze historical multi-hazard complexity; (2) comprehend the place attachment of the impacted community; (3) analyze the key dimensions of place attachment; and (4) develop a policy integration framework. The analysis of multi-decadal compounded slow-onset hazards reveals a persistent and intensifying pattern, possessing complex socio-environmental challenges. The communities are experiencing perplexity, marked by both an appreciation of their identity and a growing sense of dissatisfaction stemming from persistent hazards which require measures beyond their capabilities. The framework and policy relevance analysis yielded both community-specific and enabling governance-specific key dimensions of place attachment, most of which are policy-relevant. The integration framework was developed as a final measure to integrate the enhanced key dimensions as substantive recommendations and to provide an integration pathway, in the form of a planning cycle, as procedural recommendations. The proposed conceptual model positions place, people, and planning processes as interconnected components of place attachment-based coastal urban environmental planning. This research extends the place attachment theory proposed by Low and Altman (1992) and the coastal environmental management theory proposed by Cicin-Sain and Knecht (1998) by emphasizing the integration of cross-cutting social dynamics, community values, livelihoods, institutional trust, and spatial justice into urban coastal planning. It also supports the global sustainable development agenda (SDGs) 11, 13, 16, and 17. The key recommended actions are proposed for mainstreaming place attachment in coastal urban environments planning.
