Abstract

Wilayah Provinsi Jawa Tengah merupakan merupakan wilayah rawan bencana alam dengan kejadian jumlah bencana tertinggi di Indonesia. Implementasi pengurangan resiko bencana di Indonesia yang dilakukan melalui model instrumen Indeks Ketahanan Daerah (IKD) dan Indeks Risiko Bencana Indonesia (IRBI) belum membuahkan hasil yang optimal. Hal ini ditandai dengan nilai Indeks Risiko Bencana Indonesia (IRBI) yang semakin kecil dan Indeks Ketahanan Daerah IKD yang besar; namun demikian jumlah kerugian jiwa & materill dan masyarakat terdampak relatif masih tinggi. Aspek ketahanan menjadi komponen penting dalam pengurangan resiko bencana baik dalam skala makro maupun mikro. IKD dan IRBI di Indonesia merupakan model yang lebih bersifat makro, sehingga diperlukan pengembangan peningkatan ketahanan terhadap bencana alam dalam skala mikro.
Tujuan Penelitian ini menyusun model ketahanan masyarakat (skala mikro) terhadap bencana pada daerah rawan bencana banjir di wilayah Provinsi Jawa Tengah berdasarkan pendekatan SocialEcological Systems (SES). Menurut perspektif Social Ecological System (SES). Hal ini karena dalam suatu wilayah di mana terjadi perkembangan sosio ekologis yang sangat dinamis dapat berimplikasi secara praktis yang menyebabkan kebijakan pengelolaan ketahanan bencana menjadi tidak efektif. Untuk itulah dalam penelitian ini didasarkan pada perspektif SES tersebut mengingat dinamika sosioekologi dan kebencanaan di wilayah Jawa Tengah yang dinamis. Pendekatan penelitian dilakukan dengan pendekatan mix methods (kuantitatif dan kualitatif). Wilayah penelitian yang dipilih berdasarkan data peta bahaya banjir Jawa Tengah meliputi wilayah pesisir, wilayah dataran banjir, wilayah sempadan sungai dan wilayah cekungan. Wilayah yang dipilih meliputi 5 kabupaten/kota yaitu Kota Semarang dan Pekalongan, Kabupaten Demak, Pati dan Klaten dengan jumlah responden 500 orang. Analisis kuantitatif dilakukan dengan Structural Equation Model (SEM) untuk menguji pengaruh variabel kapasitas masyarakat yaitu preparedness, mitigasi, coping capacity, kapasitas adaptif dan transformatif terhadap outcome resilience. Jumlah total indicator sebanyak 62 indikator yang terdiri dari 51 indikator variabel eksogen dan 11 indikator variabel endogen. Analisis kualitatif dilakukan dengan mensintesakan hasil observasi & wawancara.
Berdasarkan hasil analisis SEM dihasilkan tiga variabel prediktor/eksogen yang signifikan terhadap ketahanan bencana (endogen) yaitu kapasitas mitigasi, kesiapsiagaan dan transformasi. Mitigasi berupa pembangunan tanggul sungai dan tanggul laut seperti di Kota Semarang dan Pekalongan dapat meningkatkan ketahanan masyarakat. Kapasitas kesiapsiagaan masyarakat secara fisik dan social ekonomi terutama di wilayah Semarang, Pekalongan dan Demak dapat mengurangi risiko kehilangan asset penghidupan dan meningkatkan ketahanan bencana. Kapasitas transformasi masyarakat terkait peningkatan pengetahuan dan pembelajaran risiko banjir selama bertahun-tahun menjadikan perencanaan dan implementasi pengurangan risiko banjir secara mikro dapat berjalan dengan cukup baik. Hasil penyusunan model ketahanan mengkonfirmasi bahwa variabel coping dan adaptasi tidak cukup mampu meningkatkan level ketahanan masyarakat. Variabel kesiapsiagaan dan mitigasi merupakan penentu kondisi awal ketahanan masyarakat. Variabel transformasi struktural merupakan penentu ketahanan masyarakat agar tidak terperangkap pada kondisi bouncing back (kembali ke awal).
Dengan demikian strategi dan kebijakan bagi peningkatan ketahanan masyarakat terhadap bencana di wilayah Jawa Tengah sebaiknya tidak hanya mengandalkan upaya coping capacity dan adaptasi berskala mikro/rumah tangga. Dalam hal ini perlu dilakukan tranformasi spasial dan ekonomi, integrasi mitigasi struktural infrastruktur skala makro-mikro serta peningkatan kesiapsiagaan masyarakat secara kolektif dan institusional.

Central Java Province is a disaster-prone region with the highest number of disasters in Indonesia. The implementation of disaster risk reduction in Indonesia, carried out through the Regional Resilience Index (IKD) and the Indonesian Disaster Risk Index (IRBI), has not yet yielded optimal results. This is indicated by the decreasing value of the Indonesian Disaster Risk Index (IRBI) and the high Regional Resilience Index (IKD). However, the number of human and material losses and the number of affected communities remains relatively high. Resilience is a crucial component in disaster risk reduction at both the macro and micro scales. The IKD and IRBI in Indonesia are more macro-scale models, so developing resilience to natural disasters at the micro scale is necessary.
The purpose of this research is to develop a micro-scale model of community resilience to disasters in flood-prone areas in Central Java Province based on the Social-Ecological Systems (SES) approach. This approach is based on the Social Ecological Systems (SES) perspective. This is because in a region where highly dynamic socio-ecological developments occur, practical implications can occur, rendering disaster resilience management policies ineffective. Therefore, this research is based on the SES perspective, considering the dynamic socio-ecological and disaster dynamics in Central Java.
The research approach used a mixed methods approach (quantitative and qualitative). The research areas were selected based on data from the Central Java flood hazard map, including coastal areas, floodplains, riverbanks, and basins. The selected areas encompassed five regencies/cities: Semarang City and Pekalongan, Demak Regency, Pati, and Klaten, with 500 respondents. Quantitative analysis was conducted using the Structural Equation Model (SEM) to examine the influence of community capacity variables—preparedness, mitigation, coping capacity, adaptive capacity, and transformative capacity— on resilience outcomes. The total number of indicators was 62, consisting of 51 exogenous variables and 11 endogenous variables. Qualitative analysis was conducted by synthesizing the results of observations and interviews.
The SEM analysis yielded three significant predictor/exogenous variables for disaster resilience (endogenous): mitigation capacity, preparedness, and transformation. Mitigation, such as the construction of river embankments and sea walls in Semarang and Pekalongan, can increase community resilience. Community preparedness, both physically and socio-economically, especially in Semarang, Pekalongan, and Demak, can reduce the risk of loss of livelihood assets and enhance disaster resilience. Community transformation capacity, related to years of increased knowledge and learning about flood risks, has enabled relatively successful micro-level flood risk reduction planning and implementation. The results of the resilience model confirm that coping and adaptation variables are insufficient to increase community resilience. Preparedness and mitigation variables determine the initial state of community resilience. Structural transformation variables determine community resilience to prevent bouncing back. Therefore, strategies and policies for increasing community resilience to disasters in Central Java should not rely solely on micro-scale/household-scale coping and adaptation efforts, as well as spatial and economic transformation, integration of structural mitigation and infrastructure at the macro-micro scale, and increased collective and institutional community preparedness.
