Abstract

Kelangkaan sumber daya air (SDA) menjadi isu global yang membutuhkan intervensi adaptif dan inovatif untuk menjamin keberlanjutannya bagi generasi masa kini dan yang akan datang. Penelitian ini bertolak dari fenomena pembuangan limbah lumpur PDAL Tirta Moedal Semarang yang mencemari sub-DAS Kaligarang di bagian hilir. Kompleksitas persolan yang menyangkut SDA dan DAS mengharuskan adanya keterpaduan antara kebijakan PSDA dengan kebijakan PDAS dalam satu wadah berupa jejaring kebijakan. Penelitian ini bertujuan mengkaji dan menganalisis tentang: (i) Bagaimana problem kebijakan PSDA dan PDAS yang ada saat ini; (ii) bagaimana kebijakan-kebijakan strategis pemerintah kota Semarang di bidang PSDA dan PDAS; dan (iii) Bagaimana model konseptual jejaring kebijakan yang dapat mengintegrasikan PSDA dengan PDAS, dengan menggunakan teori kebijakan publik, Resource dependency theory, teori manajemen lingkungan, teori Panarchy & ACM, Teori Siklus Adaptasi dan teori kolaborasi. Metode analisis yang digunakan adalah analisis PESTEL, SWOT dan QSPM. Hasil penelitian menunjukkan bahwa: (i) Belum ada jejaring kebijakan PSDA dan PDAS yang terpadu; (ii) Terdapat tiga strategi umum dan 8 strategi khusus PSDA dan PDAS; (iii) Model konseptual jejaring kebijakan terdiri dari tiga komponen, yaitu: legal framework PSDA-PDAS, Dewan PSDA-PDAS kota Semarang, serta Kelembagaan dan Tata Kelola.

Scarcity of water resources is a global issue that requires adaptive and innovative interventions to ensure its sustainability for present and future generations. This study based on the phenomenon of sludge disposal of PDAM Tirta Moedal Semarang into Kaligarang sub-watershed that pollutes the downstream part. The complexity of problems concerning natural resources and watersheds requires that there is an integration between the PSDA policy and the PDAS policy in one container in the form of a policy network. This study aims to examine and analyze: (i) What are the current PSDA and PDAS policy problems; (ii) what are the strategic policies of the Semarang city government in the field of PSDA and PDAS; and (iii) What is the policy network conceptual model that can integrate PSDA with PDAS, using public policy theory, Resource dependency theory, environmental management theory, Panarchy & ACM theory, Adaptation Cycle Theory and collaboration theory. The analysis method used is PESTEL, SWOT and QSPM analysis. The results showed that: (i) There is no integrated policy network for WRM and WM; (ii) There are three general strategies and 8 specific strategies for WRM and WM; (iii) The policy network conceptual model consists of three components, namely: the WRM-WM legal framework, the Semarang WRM-WM Council, and Institutions and Governance.
