Abstract

Penelitian ini dilatarbelakangi karena adanya perubahan Iklim global yang juga terjadi di Indonesia. Perubahan iklim tersebut mengakibatkan berbagai bencana di Indonesia, terutama bencana hidrometeorogi dalam bentuk bencana banjir dan kekeringan. Kabupaten Pekalongan menjadi salah satu wilayah di Indonesia yang terdampak bencana hidrometeorologi, dimana sebelah utara wilayah Kabupaten Pekalongan terdampak bencana banjir, dan wilayah selatan sebagian terdampak bencana kekeringan. Salah satu wilayah “langganan” bencana kekeringan di Kabupaten Pekalongan adalah di Desa Windurojo Kecamatan Kesesi. Intensitas kekeringan yang terjadi di Desa Windurojo bahkan sudah berlangsung cukup lama. Pada musim kemarau sumur-sumur di desa tersebut lebih cepat mengering daripada darah lainnya. Intensitas bencana yang cenderung berlangsung lama dan berkelanjutan dapat dijadikan sebagai modal untuk melakukan kajian kapasitas. Kajian kapasitas kekeringan dapat digunakan untuk mengetahui potensi masyarakat dalam kesiapsiagaan menghadapi bencana kekeringan yang sudah ada tersebut. Tujuan penelitian ini adalah untuk mengetahui kondisi fisik Desa Windurojo, kemudian Kapasitas unit skala Desa dan kapasitas masyarakat unit analisis skala rumah tangga di Desa Windurojo, Kecamatan Kesesi, Kabupaten Pekalongan. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif. Pengumpulan data dilakukan dalam bentuk wawancara yang diolah secara kuantitatif dengan teknis analisis menggunakan skoring dengan skala Likert. Hasil penelitian menunjukan bahwa Desa Windurojo secara fisik berada di daerah perbukitan, dan diapit oleh 2 daerah aliran sungai kesesi dan daerah aliran sungai comal. Desa Windurojo juga memiliki mata air 19 titik dan bahkan mungkin lebih yang tersebar di seluruh Dusun yang ada di Desa Windurojo. Hasil penelitian kapasitas unit analisis skala desa menunjukan dari 4 Dusun di Desa Windurojo hanya ada satu Dusun dengan Kapasitas rendah yaitu Dusun serang dengan total skor di angka 7 dan Dusun Leles dengan total skor 11 adalah Dusun dengan kapasitas tertinggi. Sedangkan hasil penelitian untuk unit analisis rumah tangga yang di peroleh dari wilayah di RT 01, 06 dan 07 di Dusun Serang diketahui dari 162 Responden KK sebagai sumber data, 37, 65 % memiliki kapasitas Rendah. 60,49% memiliki kapasitas sedang dan 1,85% memiliki kapasitas tinggi.

This research is motivated because of the global climate change that is also happening in Indonesia. These changes have resulted in catastrophic disasters in Indonesia, hydrometeorogic disasters in flood and drought disasters. Pekalongan Regency is one of the areas in Indonesia that is affected by hydrometeorological disasters, where the northern area of Pekalongan Regency is affected by floods, and the southern region is partly affected by drought. One of the “regular” areas for drought in Pekalongan Regency is Windurojo Village, Kesesi District. The intensity of the drought that has occurred in Windurojo Village has even been quite long. In the dry season the wells in the village dry up the other blood faster. Disaster intensity which tends to last a long time and is sustainable can be used as a capital for conducting a capacity study. The drought capacity study can be used to see the community in the existing drought disaster preparedness. The purpose of this study was to see the physical condition of Windurojo Village, then Village scale unit capacity and community capacity household scale analysis unit in Windurojo Village, Kesesi District, Pekalongan Regency. The method used in this research is quantitative method. Data collection was carried out in the form of interviews in quantitative interviews with technical analysis using scoring with a Likert scale. The results showed that the village of Windurojo is physically located in a hilly area, and is flanked by 2 watersheds of the Kesesi river and the comal river basin. Windurojo Village also has 19 springs and even more popular throughout the Hamlet in Windurojo Village. The results of the research on the capacity of the village scale analysis unit showed that from 4 hamlets in Windurojo Village, there was only one hamlet with low capacity, namely Serang Hamlet with a total score of 7 and Leles Hamlet with a total score of 11 was the Hamlet with the highest capacity. While the results of the research for the analysis of household units obtained from the RT 01, RT 06 and RT 07 in Serang Hamlet, it is known that out of 162 household Respondents as data sources, 37.65% have low capacity. 60.49% have medium capacity and 1.85% have high capacity.
