Abstract
Jakarta faces mobility challenges due to worsening congestion, triggered by population growth
and the expansion of the Greater Jakarta area. Transit Oriented Development (TOD) is a
solution by integrating public transportation and pedestrian-based spatial planning. Blok M
area as a mobility hub is the focus of this research to analyze the application of Collaborative
Governance in TOD development. This approach emphasizes the involvement of stakeholders
in the decision-making process to create inclusive and sustainable policies. The research used
qualitative methods through in-depth interviews, field observations, and document studies. The
results show that the success of collaboration in TOD in Blok M is influenced by four main
indicators: face-to-face dialog, trust, commitment to the process, and shared understanding.
Face-to-face dialog helps build understanding and resolve conflicts. Trust is the foundation of
collaboration, but is often hampered by sectoral ego and lack of transparency. Commitment is
important to maintain active participation of all parties, while the common understanding of
TOD is still limited due to the lack of socialization. The effectiveness of Collaborative
Governance relies on good coordination, information disclosure, and participation of the
community and private sector, which is already well-established despite some obstacles. This
research recommends increased face-to-face dialog, regular discussions, and public
engagement for TOD to improve mobility, create better public spaces, and promote
sustainability of Blok M and Jakarta at large.
