Abstract

This study aims to evaluate the implementation of civil registration services through
the Alpukat Betawi app (Direct Access to Fast and Accurate Civil Registration
Services) in Pondok Kelapa Subdistrict, East Jakarta, for the period 2023–2025.
Alpukat Betawi is an app-based digital service innovation developed by the
Population and Civil Registration Office (Disdukcapil) of the Special Capital
Region of Jakarta to improve the efficiency, transparency, and accessibility of
population administration services for all Jakarta residents. Over time, the
effectiveness of this app has been assessed as declining, necessitating a
comprehensive evaluation of its implementation in the field. The study employed a
descriptive qualitative approach involving in-depth interviews with ten informants,
utilizing the CIPP (Context, Input, Process, Product) evaluation model proposed by
Stufflebeam (2000). The findings result of the study indicate that the
implementation of the Alpukat Betawi application in Pondok Kelapa Subdistrict
during the 2023–2025 period has generally been carried out, although it has not yet
achieved optimal performance. Based on the CIPP evaluation model, the Context,
Input, and Process aspects have been implemented quite well, as reflected in the
program's suitability to community needs, the availability of competent human
resources, adequate infrastructure, and a structured service flow. However, the
Product aspect has not been fully achieved, due to various technical and operational
obstacles, such as system errors, limited service features, and incomplete end-toend digital processes. In addition, dependence on a centralized system and limited
user understanding also impact to the service effectiveness. Therefore, continuous
improvement is needed, particularly in improving system quality, expanding
service coverage, and simplifying the application usage process to realize optimal
digital public services.
