Abstract

Salah satu kawasan ekosistem mangrove dengan tekanan lingkungan seperti alih fungsi lahan menjadi tambak di Indonesia adalah Kecamatan Rembang. Penelitian ini bertujuan untuk mengkaji karakteristik vegetasi mangrove berdasarkan INP, menganalisis dinamika tutupan dan estimasi AGC mangrove, serta merumuskan strategi rehabilitasi berbasis dinamika AGC mangrove tahun 1985-2025. Pengamatan dan ground check dilakukan di Desa Pasarbanggi, Tireman, dan Kabongan Lor sebanyak 30 plot. Analisis dinamika tutupan dan AGC mangrove dilakukan secara geospasial dengan memanfaatkan citra satelit Landsat dan Sentinel yang diolah menggunakan indeks vegetasi MVI dan NDVI. Strategi rehabilitasi dirumuskan melalui persepsi 30 responden kunci menggunakan analisis SWOT IFAS-EFAS. Ditemukan sebanyak lima jenis mangrove, yaitu Rhizophora mucronata, Rhizophora apiculata, Rhizophora stylosa, Avicennia marina, dan Sonneratia alba. Berdasarkan INP, R. mucronata mendominasi struktur tegakan pada tingkat pohon dan pancang sehingga berperan sebagai spesies kunci dalam ekosistem mangrove di Kecamatan Rembang, sedangkan pada tingkat semai dominasi R. apiculata menunjukkan adanya potensi regenerasi vegetasi mangrove di kawasan tersebut. Tutupan mangrove menurun signifikan pada 1985-2005 sebesar 18,27 ha, kemudian meningkat pada 2005-2025 sebesar 29,27 ha. Model regresi antara NDVI dan AGC lapangan dengan R² sebesar 0,1885 (rendah), menunjukkan bahwa NDVI hanya menjelaskan sebagian kecil variasi AGC. Dinamika estimasi AGC mangrove menunjukkan pola fluktuatif, dengan penurunan signifikan pada periode 1985–2005 sebesar 694 ton C, peningkatan pada periode 2005–2016 sebesar 2.909 ton C, serta penurunan kembali pada periode 2016–2025 sebesar 222 ton C. Hasil SWOT menunjukkan rekomendasi strategi pertumbuhan (growth-oriented strategy). Integrasi hasil SWOT dengan dinamika AGC menghasilkan tiga kategori strategi, yaitu strategi pertahanan dan optimalisasi pada zona peningkatan AGC, strategi menjaga kestabilan AGC pada zona AGC stabil, strategi pemulihan fungsi ekosistem (rehabilitasi intensif) pada zona penurunan AGC, guna mendukung keberlanjutan ekosistem dan peningkatan kapasitas penyimpanan karbon mangrove.

One of the mangrove ecosystems experiencing environmental pressure in Indonesia, such as land conversion into aquaculture ponds, is Rembang District. This study aims to assess the characteristics of mangroves based on the IVI, analyze the dynamics of mangrove cover and the estimation of AGC, and formulate rehabilitation strategies based on AGC dynamics 1985-2025. Observations and ground checks were conducted in Pasarbanggi, Tireman, and Kabongan Lor villages across 30 plots. The analysis of mangrove cover dynamics and the estimation of AGC was conducted geospatially using Landsat and Sentinel satellite imagery processed with the MVI and NDVI. Rehabilitation strategies were formulated based on the perceptions of 30 key respondents using SWOT analysis (IFAS-EFAS). Five mangrove species were identified: Rhizophora mucronata, Rhizophora apiculata, Rhizophora stylosa, Avicennia marina, and Sonneratia alba. Based on IVI, R. mucronata dominates the stand structure at the tree and sapling levels, indicating its role as a key species in the mangrove ecosystem of Rembang District, while at the seedling level the dominance of R. apiculata indicates the potential for mangrove vegetation regeneration in the area. Mangrove cover decreased significantly by 18.27 ha during 1985–2005, then increased by 29.27 ha during 2005–2025. The regression model between NDVI and field-based AGC with an R2 of 0,1885 (low), indicating that NDVI explains only a small portion of AGC variation. The dynamics of mangrove AGC show a fluctuating pattern, with a significant decrease during 1985–2005 of 694 tons C, an increase during 2005– 2016 of 2,909 tons C, and a slight decrease again during 2016–2025 of 222 tons C. The SWOT analysis results indicate a growth-oriented strategy as the recommended strategic direction. The integration of SWOT results with the spatio- temporal dynamics of AGC produced three strategic categories: a protection and optimization strategy for areas with increasing AGC, a stability maintenance strategy for areas with stable AGC, and an ecosystem recovery strategy (intensive rehabilitation) for areas experiencing AGC decline, aimed at supporting ecosystem sustainability and enhancing the carbon storage capacity of mangrove ecosystems.
