Abstract
This study examines the implementation and development of the Legal Documentation and Information Network (JDIH) as an e-government initiative within the Regional Representative Council (DPD RI) of Indonesia. The research aims to assess the system's role in enhancing the transparency, accountability, and acessibility of legal documentation for both internal stakeholders and the general public. Using qualitative methods, including in-depth interviews with DPD RI staff and public users, as well as document analysis, the study provides insights into the
effectiveness and limitations of JDIH as a digital platform.
Findings reveal that JDIH contributes significantly to improving public access to legal documents, streamlining information dissemination, and fostering collaboration among governmental institutions. Key features of the system, such as integrated metadata management, search functionalities, and user-friendly
interfaces, enable efficient retrieval of legal information. Despite these advancements, challenges persist, particularly in terms of limited technological infrastructure, uneven internet connectivity in some regions, and low public awareness of JDIH's existence and utility.
The study concludes that JDIH plays a pivotal role in strengthening
Indonesia's legal framework and promoting democratic engagement by ensuring public participation in accessing legal information. It highlights the need for continuous investment in technological infrastructure, targeted public outreach, and
inter-agency collaboration to maximize the potential of JDIH as a cornerstone of egovernment initiatives. This research contributes to the broader understanding of how digital governance systems can transform public services in developing countries.
