ABSTRAK
Lumpur tinja yang ada di tangki septik belum aman untuk dibuang ke lingkungan
karena masih harus diolah pada Instalasi Pengolahan Lumpur Tinja (IPLT). Fasilitas
sanitasi akan dikategorikan sebagai sanitasi aman apabila dialirkan ke tangki septik
dengan penyedotan rutin dan pengolahan melalui IPLT. Kabupaten Purbalingga dan
Kabupaten Banjarnegara belum memenuhi target sanitasi aman. Perencanaan ini
bertujuan untuk menganalisis alasan dibutuhkannya perencanaan IPLT Regional
Purbanegara Provinsi Jawa Tengah serta membuat perencanaan teknis dan estimasi
biaya yang dibutuhkan dalam perencanaan IPLT Regional Purbanegara Provinsi
Jawa Tengah. Pengambilan sampel untuk perencanaan ini menggunakan metode
yang diatur dalam Buku Pedoman Perencanaan Teknis Terinci Instalasi Pengolahan
Lumpur Tinja (IPLT) yang diterbitkan oleh Kementerian Pekerjaan Umum dan
Perumahan Rakyat Republik Indonesia. Hasil dari perencanaan ini adalah sistem
pengolahan lumpur tinja dengan rangkaian unit bak penerima dan barscreen, grease
trap, sludge holding tank, screw press, cake area, bak penampung supernatan,
anaerobic biofilter, aerobic biofilter, clarifier, dan desinfeksi dengan perkiraan
anggaran biaya Rp3.200.000.000,00 untuk biaya konstruksi, Rp2.366.000.000,00
untuk biaya pengadaan barang, dan Rp46.000.000,00 untuk biaya operasional dan
pemeliharaan setiap bulannya.

ABSTRACT
Fecal sludge in the septic tank is not yet safe to be discharged into the environment
as it still needs to be treated at the Fecal Sludge Treatment Plant (FSTP). A
sanitation facility will be categorized as safely sanitized if it discharges to the septic
tank with regular desludging and treatment through the FSTP. Purbalingga District
and Banjarnegara District have not yet met the target of safe sanitation. This plan
aims to analyze the reasons for the need for planning the Purbanegara Regional
FSTP in Central Java Province and to make technical planning and cost estimates
needed in planning the Purbanegara Regional FSTP in Central Java
Province. Sampling for this planning uses the method stipulated in the Detailed
Technical Planning Guidebook for Fecal Sludge Treatment Plant (STP) published
by the Ministry of Public Works and Housing, Republic of Indonesia. The result of
this planning is a fecal sludge treatment plant with a series of receiving basin and
bar screen units, grease trap, sludge holding tank, screw press, cake area,
supernatant holding basin, anaerobic biofilter, aerobic biofilter, clarifier, and
disinfection with an estimated cost budget of IDR3,200,000,000.00 for construction
cost, IDR2,366,000,000.00 for procurement cost, and IDR46,000,000.00 for
operational and maintenance cost each month.
