Abstract

ABSTRAK
Letak Kota Magelang pada lokasi yang strategis mengakibatkan pertumbuhan penduduk semakin
tinggi sehingga sampah yang dihasilkan juga ikut meningkat, tercatat total timbulan sampah
yang dihasilkan mencapai 29.385 ton/tahun dikarenakan peningkatan tersebut. Minimnya
kesadaran masyarakat akan pengelolaan sampah yang baik mengakibatkan TPSA Kota Magelang
dinyatakan overload sejak 2017. Berdasarkan permasalahan tersebut, diperlukan perencanaan
teknis pengelolaan sampah yang tepat sesuai 5 aspek dalam pengelolaan sampah dengan
menerapkan metode Material Recovery Facility (MRF). 5 aspek pengelolaan sampah tersebut
meliputi aspek teknis operasional, aspek peraturan dan regulasi, aspek kelembagaan, aspek peran
serta masyarakat, dan aspek pembiayaan. Pada metode ini memaksimalkan jumlah daur ulang
yang diproses, sekaligus memungkinkan mendaur ulang sampah menjadi bahan yang
bermanfaat. Dengan menerapkan metode MRF didapati total residu yang masuk ke landfill
sebesar 11,21 ton/hari dari total timbulan yang dihasilkan sebesar 74,42 ton/hari. Biaya yang
diperlukan untuk Fixed Cost berjumlah Rp5.486.175.853 serta biaya yang diperlukan untuk
Variable Cost berjumlah Rp1.139.825.863 sehingga menghasilkan Biaya Total Pengolahan
Sampah sebesar Rp6.626.001.716.

ABSTRACT
The location of Magelang City in a strategic location resulted in higher population growth so
that the waste generated also increased, it was recorded that the total waste generated reached
29,385 tons / year due to this increase. The lack of public awareness of good waste management
has resulted in Magelang City TPSA being declared overloaded since 2017. Based on these
problems, a proper technical planning of waste management is needed according to 5 aspects of
waste management by applying the Material Recovery Facility (MRF) method. The 5 aspects of
waste management include operational technical aspects, aspects of rules and regulations,
institutional aspects, aspects of community participation, and financing aspects. This method
maximizes the amount of recyclables processed, while allowing recycling waste into useful
materials. By applying the MRF method, it was found that the total residue that entered the
landfill was 11.21 tons / day from the total waste generated of 74.42 tons / day. The costs
required for Fixed Cost amounted to Rp5,486,175,853 and the costs required for Variable Cost
amounted to Rp1,139,825,863 resulting in a Total Cost of Waste Management of
Rp6,626,001,716.
