Abstract

Akademi Kepolisian memiliki keunikan berupa permukiman tersentral dengan perkantoran dan kampus Taruna. Selama pandemi, Akpol mengalami banyak dinamika terutama dalam penegakan protokol kesehatan dan vaksinasi. Rantai komando yang diterapkan juga menjadi pertimbangan dalam pengambilan kebijakan selama pandemi. Penelitian ini bertujuan untuk mengkaji dan memahami tingkat kepatuhan penerapan protokol kesehatan dan vaksinasi pada anggota Akademi Kepolisian (Akpol) di Semarang selama pandemi COVID-19. Pandemi ini telah menantang berbagai aspek kebijakan, pengetahuan, dan perilaku masyarakat, khususnya di lingkungan Akpol. Penelitian ini menggunakan pendekatan kualitatif dengan rancangan studi kasus. Data dikumpulkan melalui wawancara mendalam dengan 10 anggota Akpol yang belum mengikuti vaksinasi lengkap. Penelitian ini menganalisis faktor predisposing, enabling, dan reinforcing dalam memahami tingkat kepatuhan penerapan protokol Kesehatan dan vaksinasi.
Hasil penelitian menunjukkan bahwa meskipun Akpol telah menerapkan protokol kesehatan yang komprehensif dan memiliki fasilitas yang memadai, masih terdapat anggota yang tidak mematuhi kebijakan tersebut. Faktor-faktor seperti pengetahuan, sikap, dan kepercayaan anggota terhadap efektivitas protocol kesehatan dan vaksinasi memengaruhi tingkat kepatuhan mereka. Selain itu, sikap pimpinan Akpol dan pengawasan terhadap penerapan protokol juga berperan penting dalam meningkatkan kepatuhan. Untuk meningkatkan kepatuhan anggota Akpol terhadap protokol kesehatan dan vaksinasi, perlu ditingkatkan edukasi, ketersediaan fasilitas, dan dukungan dari pimpinan Akpol. Selain itu, pengawasan yang ketat dan penggalangan kepercayaan masyarakat terhadap kebijakan ini juga penting.

Indonesia National Police Academy (Akpol) is unique in that it is a centralized settlement with offices and a cadet campus. During the pandemic, INPA experienced many dynamics, especially in enforcing health and vaccination protocols. The chain of command implemented is also a consideration in policy-making during the pandemic. This study aims to assess and understand the level of compliance in implementing health and vaccination protocols among members of the Police Academy (Akpol) in Semarang during the COVID-19 pandemic. The pandemic has challenged various aspects of public policy, knowledge, and behavior, especially in the Akpol environment. This research used a qualitative approach with a case study design. Data were collected through in-depth interviews with 10 Akpol members who had yet to receive the complete vaccination. This study analyzed predisposing, enabling, and reinforcing factors in understanding the level of compliance in implementing health and vaccination protocols.
The results showed that although Akpol has implemented comprehensive health protocols and has adequate facilities, there are still members who still need to comply with the policy. Factors such as members' knowledge, attitude, and belief in the effectiveness of health and vaccination protocols affect their level of compliance. In addition, the attitude of INPA leaders and supervision of protocol implementation also play an essential role in improving compliance. It is necessary to improve education, availability of facilities, and support from Akpol leaders to improve the compliance of Akpol members with health and vaccination protocols. In addition, strict supervision and garnering public trust in this policy are also necessary.
