Abstract

Pelabuhan Perikanan Nusantara (PPN) Pekalongan memegang peranan penting dalam memfasilitasi perbekalan kepada kapal penangkapan yang hendak berlayar. Perbekalan menjadi suatu kebutuhan yang sangat penting guna menunjang keberlanjutan operasi penangkapan, kebutuhan ini meliputi bahan makanan, air tawar, oli, solar, es, dan lain sebagainya. Dalam penelitian ini membahas dua komponen perbekalan yaitu solar pada kapal penangkapan ikan dan es yang umumnya digunakan oleh kapal penangkapan ikan < 30 GT di PPNP. Penelitian ini bertujuan untuk menganalisis dan memprediksi kebutuhan bahan bakar dan es pada kapal penangkapan ikan di PPN Pekalongan tahun 2023-2027. Metode yang digunakan dalam penelitian ini yaitu metode analisis time series dekomposisi dan deskriptif dengan pengambilan sampel menggunakan metode purposive sampling. Hasil peramalan perbekalan pada kapal penangkapan ikan di PPNP tahun 2023- 2027 menunjukkan pergerakan pola tren data yang semakin menurun berdasarkan plot data time series dari tahun 2019. Hal ini dikarenakan adanya penurunan terhadap kunjungan kapal di PPNP sehingga mengakibatkan semakin berkurangnya jumlah penggunaan perbekalan yang ada. Oleh karena itu, faktor turunnya kunjungan kapal dan berkurangkan penggunaan perbekalan dari PPNP menjadi aspek yang perlu diperhatikan guna pengambilan keputusan dalam pelaksanaan pengembangan Pelabuhan Perikanan kedepan.

Pekalongan Archipelagic Fishing Port (PPN) has an important role in facilitating supplies for fisheries activities. Supplies that must be fulfilled to support the sustainability of fishing operations, these needs include food, fresh water, oil, diesel, ice, etc. This research analysed the two components, namely diesel fuel on fishing vessels and ice on fishing vessels <30 GT at PPNP. This research objectives were to analyze and predict the need for fuel and ice on fishing vessels at PPN Pekalongan in 2023-2027. The methods used in this research are forecasting and descriptive time series analysis methods with purposive sampling. The results of the forecasting of supplies on fishing vessels in 2023-2027 show a decreasing trend of data trends based on the plot of time series data from 2019. Therefore, it can be seen that forecasting the number of needs for fuel and ice supplies in the future will decrease. The acquisition of the MAPE value in predicting fuel needs using multiplicative decomposition method is 8.31% and forecasting ice is 7.24%. The vessel visits at PPN Pekalongan has tends to decrease and it is driving the demand of fishing supplies decline. Therefore, the factor of decreasing vessel visits and reducing the use of supplies from PPNP are aspects that need to be considered for decision making in implementing the development of Fisheries Ports in the future.
