Ikan layang (Decapterus spp.) termasuk dalam jenis tangkapan utama
dengan alat tangkap purse seine di Pelabuhan Perikanan Nusantara Pekalongan
dengan jumlah produksi yang tinggi setiap tahunnya di Kota Pekalongan.
Penangkapan ikan layang yang dilakukan secara terus menerus dikhawatirkan akan
menyebabkan kepunahan pada ikan layang. Komoditas terbanyak PPN Pekalongan
setiap tahunnya adalah ikan layang, oleh karena itu perlu adanya pengawasan
terhadap sumberdaya ikan layang sudah terjadi overfishing atau belum. Penelitian
ini bertujuan untuk menganalisis bioekonomi ikan layang menggunakan model
bioekonomi Gordon-Schaefer, untuk menganalisis MSY, MEY dan OAE. Hasil
tersebut dapat digunakan untuk menganalisis tingkat pemanfaatan dan
pengupayaan ikan layang di Kota Pekalongan. Aplikasi model bioekonomi
digunakan untuk pengembangan melestarikan dan mengelola sumberdaya
perikanan agar tidak melebihi batas. Penelitian ini menggunakan metode deskriptif
dengan pendekatan survey dengan pengumpulan data menggunakan conveience
sampling sebanyak 75 responden nelayan alat tangkap purse seine dan mini purse
seine di PPN Pekalongan. Pengolahan data berdasarkan penelitian menunjukan
bahwa analisi bioekonomi sumberdaya ikan layang di Kota Pekalongan
memperoleh hasil CMSY sebesar 7.640.967 kg/tahun EMSY sebesar 533 trip, nilai
CMEY sebesar 7.594.520 kg/tahun EMEY sebesar 491 trip dan nilai COAE sebesar
2.109.145 kg/tahun EOAE sebesar 982 trip. Kondisi MEY merupakan kondisi yang
menunjukkan paling tinggi dibandingkan dalam kondisi MSY dan OAE karena
terjadi efisiensi yang optimal pada upaya penangkapan sehingga keuntungan yang
didapatkan tinggi. Tingkat pemanfaatan sumberdaya ikan layang dibatasi hingga
7.640.967 kg/tahun dengan tingkat pengupayaan rata-rata berkisar 72 %.

Scads fish (Decapterus spp.) in the main catch of purse seine fishing gear
at Pekalongan Fishing port that yielding a large amout of production for every year
in Pekalongan city. It is feared that scads fish that is carried out continuously will
cause the scads fish to become extinct. Pekalongan Fishing Port were always
supply scads fish every year, thus monitoring to discover overfishing level of the
scads fish resources must be carried out. This study aimed to determine the
bioeconomic condition of scads fish used the Gordon-Schaefer bioeconomic model,
serves to analyze MSY, MEY and OAE. These results could be used to analyze the
level of utilization and cultivation of scads fish in Pekalongan city. The application
of bioeconomic model was aimed to conserve and manage the fisheries resource
while limiting and maximizing the catch effort. This research used a descriptive
method of survey with collected data by conveience sampling of 75 purse seine and
mini purse seiners fishermen at Pekalongan Fishing Port as respondents. Based on
processing data’s research showed that the bioeconomic analysis of scads fish
resources in Pekalongan City obtained CMSY results of 7,640,967 kg/year EMSY of
533 trips, CMEY values was 7,594,520 kg/year EMEY was 491 trips and COAE values
was 2,109,145 kg/year EOAE was 982 trips. MEY condition had higher profit than
MSY and OAE due to optimal efficiency fishing effort that made highest profit. The
utilization level of scads fish resources was limited to 7,640,967 kg/year with an
average effort level amount of 72%.
