Pelabuhan Perikanan Pantai (PPP) Lempasing merupakan salah satu pusat penyedia kebutuhan ikan untuk wilayah Bandar Lampung dan Kabupaten lain di sekitarnya. Pelabuhan Perikanan Pantai (PPP) Lempasing dikenal juga sebagai basis perikanan di Kota Bandar Lampung karena sebagian besar hasil produksi ikan
berasal dari PPP Lempasing. Tujuan dari penelitian ini adalah mengetahui kondisi eksisting fasilitas pokok, fungsional dan penunjang, tingkat pemanfaatan dan kebutuhan fasilitas pokok dan fungsional, serta strategi pengembangan PPP
Lempasing. Metode penelitian ini adalah metode deskriptif dengan metode pengumpulan data adalah observasi, wawancara, studi pustaka dan dokumentasi. Analisis yang digunakan yaitu analisis kondisi eksisting dengan skala likert, analisis
tingkat pemanfaatan fasilitas, analisis estimasi dan analisis strategi dengan metode SOAR untuk merumuskan strategi pengembangan. Penelitian ini menghasilkan skala likert dengan skor 493 dan pair comparasion 81,11% yang menyatakan
kondisi dan kelengkapan fasilitas PPP Lempasing dalam kondisi cukup baik dan lengkap. Tingkat pemanfaatan fasilitas PPP Lempasing pada kolam pelabuhan 78,91%, kapasitas kolam pelabuhan 80%, kedalam kolam pelabuhan 84,33%,
panjang dermaga 63,31%, TPI Hygienis 50%, dan dock 100%. Volume solar BBM dan alat tangkap diproyeksikan akan meningkat dalam 5 tahun kedepan, namun kunjungan kapal, produksi dan dock mengalami penurunan yang disebabkan
kondisi fasilitas kurang baik dan belum termanfaatkan secara optimal. Hasil analisis SOAR berada pada strategi O-R (Opportunity-Result) dengan strategi pengembangan PPP Lempasing berorientasi pada peluang untuk mencapai hasil
terukur yang diperoleh antara lain; melakukan pembinaan penanganan mutu hasil tangkapan ikan; meningkatkan kualitas dan kuantitas fasilitas pelabuhan; danmembuka pelayanan penerbitan SHTI.

The Lempasing Fishing Port is one of the centers for supplying fish needs for the Bandar Lampung region and other surrounding regencies. The Fishing Port of Lempasing is also known as a fishery base in Bandar Lampung City because most of the fish production is in there. The aims of this study was to determine the existing condition of basic, functional and supporting facilities by using them, the level of utilization and needs of basic and functional facilities, and the development strategy of the Lempasing Fishing Port. This research methods are a descriptive method with data collection methods are observation, interviews, literature and
documentation. The analysis used is analysis of existing conditions with a likert scale, analysis of facility utilization rates, estimation analysis and SOAR analysis in analyzing systematic factors to formulate development strategies. This study got a Likert scale with a score of 493 and a pair comparison of 81.11% for the condition and completeness of the facilities which stated that the condition of the Lempasing Fishing Port facility was in fairly good and complete condition. The utilization rate
of the Lempasing Fishing Port facility in the port pond are 78.91%, the capacity of the port pond 80%, the depth of port pond 84.33%, the length of the wharf is 63.31%, TPI Hygiene 50%, and the dock 100%. The volume of diesel fuel and fishing gear is projected to increase in the next 5 years, while ship visits, production
and docks have decreased due to unfavorable conditions and not being used optimally. The results of the SOAR analysis are found in the O-R (OpportunityResult) strategy with the Lempasing Fishing Port development strategy oriented to opportunities to achieve measurable results obtained includes; carry out guidance on handling the quality of fish catches; improve the quality and quantity of port facilities; and opened a SHTI publishing service.
