Abstract

Hutan Lindung Kasinan yang terletak di Desa Pesanggrahan, Kecamatan Batu, Kota Batu ditetapkan sebagai hutan konservasi. Namun, permasalahan telah muncul mengenai pemanfaatannya. Tujuan dari penelitian ini adalah untuk menginventarisasi keanekaragaman hayati, secara deskriptif memeriksa isu-isu di dalam Hutan Lindung Kasinan, dan mengidentifikasi gaya konflik masing-masing pemangku kepentingan untuk merancang resolusi yang sesuai. Data dikumpulkan melalui metode kualitatif, seperti wawancara mendalam, observasi, dan tinjauan dokumen, serta dianalisis menggunakan metode interaktif dan Analisis Gaya Bersengketa. Studi ini menemukan bahwa keanekaragaman hayati Kasinan tetap beragam dan terjaga. Namun, permasalahan muncul saat pemanfaatan hutan untuk pariwisata yang bergantung pada sumber air dari dalam hutan, dan menyebabkan penurunan debit air untuk irigasi sawah dan rumah penduduk. Penurunan ini telah memicu protes dari warga. Pihak yang terlibat antara lain warga Desa Pesanggrahan, HIPPA-HIPPAM, Pemerintah Desa Pesanggrahan, masyarakat Sadar Alas, Perhutani KPH Malang, BKPH Pujon, dan Walhi. Yang paling dirugikan adalah masyarakat desa yang bergantung pada sumber daya hutan. Masing-masing pihak menunjukkan gaya konflik yang berbeda, masyarakat dan komunitas Sadar Alas menunjukkan gaya kompetitif. Oleh karena itu, dengan menggunakan gaya akomodatif, pemerintah desa membentuk tim Penyelesaian Masalah Pemanfaatan Hutan Kasinan. Dengan melakukan pertemuan antara warga desa, HIPPA-HIPPAM, komunitas Sadar Alas, Perhutani, dan Walikota Kota Batu untuk merundingkan dan memfasilitasi usulan zonasi berdasarkan kebijakan lokal untuk menjaga integritas lingkungan dan mempertahankan pariwisata. Dukungan pihak yang memiliki kewenangan seperti Wali Kota Batu sangat penting untuk penyelesaian konflik.

The Kasinan Protected Forest, located in Pesanggrahan Village, Batu District, Batu City, is recognized as a conservation forest. However, challenges have arisen concerning its utilization. The objective of this study is to inventory its biodiversity, descriptively examine issues within the Kasinan Protected Forest, and identify the conflict styles of each stakeholder to devise suitable resolutions. Data were collected through qualitative methods, such as in-depth interviews, observations, and document reviews, and analyzed using an interactive method and Conflict Style Analysis. The study found that Kasinan's biodiversity remains diverse and preserved. However, issues have arisen from using the forest for tourism, which relies on water sources from within the forest, causing a decline in water discharge into the local rice fields and residents' homes. This decline has prompted protests from residents. Involved parties include Pesanggrahan Village residents, HIPPA-HIPPAM, the Pesanggrahan Village Government, the Sadar Alas community, Perhutani KPH Malang, BKPH Pujon, and Walhi. The most impacted are the communities who directly experience the consequences. Each party demonstrates a distinct conflict style, with the Sadar Alas community showing a competitive style. Therefore, using an accommodating style, the village government formed a Problem Resolution team for Kasinan Forest Utilization. They conducted meetings with villagers, HIPPA-HIPPAM, Alas Awareness Community, Perhutani, and the Mayor of Batu City, to negotiate and facilitate a zoning proposal based on local policies to maintain environmental integrity and sustain tourism. The support of authoritative parties, such as the Mayor of Batu City, is crucial for conflict resolution.
