Abstract

The Covid-19 pandemic had a large-scale impact on various sectors of life, one of which is the economic
impact on the tourism sector. Therefore, the government needs to make policies to overcome the decline of tourism
by empowering the tourism community. This study aims to describe the empowerment of the community around the
Ampera bridge as a tourist icon in the city of Palembang. This research purpose represents community empowerment
with a qualitative approach. This research focuses on implementing community empowerment as a participative in
developing tourism. Data collection techniques used interviews, observation, and documentation studies. The analysis
uses three main dimensions: enabling, empowering, and protecting. The results of the research indicate that the covid
situation of the people who need government assistance,.That government give assitence impact of covid to
empowerment of the community by loosening social restrictions and giving permission to the community to carry out
entrepreneurial activities around the Ampera Bridge .That is a participatory tourism sector development step. One
form of protecting the existence of guarantees from the government for Small Medium Enterprises (UMKM) actors
around the Ampera bridge is free to carry out their activities, one of which is the rental of electric bicycles and direct
photo businesses, small traders, handy craft and so on. All capital comes from each individual. However, the
government guarantees their safety for free selling and relaxation of hours at the location around the Ampera bridge,
which is the icon of Palembang tourism. The tourism development strategy in the Palembang sector proves that there
has been community empowerment in the tourism sector as a step to anticipate the post-Covid-19 economic impact.
