Abstract

Kota Pekalongan menjadi salah satu wilayah yang memiliki risiko banjir paling tinggi di Indonesia. Banjir saat ini telah merendam 51% dari total luas wilayah Kota Pekalongan. Sebagai salah satu pusat perekonomian di Jawa Tengah, banjir yang terjadi di Kota Pekalongan sangat berpengaruh pada kondisi social ekonomilingkungan masyarakat. Penelitian ini bertujuan untuk mengetahui ketahanan masyarakat terhadap intensitas bahaya banjir di wilayah Kota Pekalongan. Ruang lingkup wilayah penelitian dibatasi wilayah administrasi Kota Pekalongan. Metode pemodelan spasial disusun menggunakan pendekatan kuantitatif dengan system indeks dan sistem informasi geografis (SIG). Pemodelan berbentuk peta menggunakan bantuan software ArcMap 10.5 dengan unit terkecil adalah desa/kelurahan di Kota Pekalongan. Teknik pengumpulan data dilakukan dengan kuesioner, dokumentasi, dan wawancara secara mendalam (indepht-interview) kepada stakeholders dan tokoh kunci (key person). Analisis data menggunakan pendekatan kuantitatif dengan metode deskiptif. Hasil penelitian menunjukkan bahwa ketahanan masyarakat Kota Pekalongan terhadap intensitas banjir masuk dalam tingkat ketahanan “Sedang (S)”. Rata-rata tingkat ketahanan masyarakat lebih rendah dibandingkan dengan tingkat intensitas bahaya banjir yang terjadi di setiap wilayah. Terdapat 4 kelurahan yang memiliki nilai ketahanan masyarakat lebih tinggi dibandingkan intensitas bahaya banjir seperti Kel. Bandengan, Kel. Kandang Panjang, Kel. Panjang Baru dan Kel. Kuripan Kertoharjo.

Pekalongan City is one of the areas with the highest flood risk in Indonesia. The current flood has submerged 51% of the total area of Pekalongan City. As one of the economic centers in Central Java, the floods that occurred in Pekalongan City greatly affected the socio-economic-environmental conditions of the community. This study aims to determine community resilience to the intensity of the flood hazard in the Pekalongan City area. The scope of the research area is limited to the administrative area of Pekalongan City. Spatial modeling methods are developed using a quantitative approach with index systems and geographic information systems (GIS). The modeling is in the form of a map using ArcMap 10.5 software with the smallest unit being the sub-districts in Pekalongan. Data collection techniques were carried out using questionnaires, documentation, and in-depth interviews with stakeholders and key persons. Data analysis used a quantitative approach with descriptive methods. The results of the study show that the resilience of the people of Pekalongan City to flood intensity is included in the "Moderate (S)" level of resistance. The average level of community resilience is lower than the intensity level of the flood hazard that occurs in each region. 4 sub-districts have a higher community resilience value than the flood hazard intensity such as Bandengan, Kandang Panjang, Panjang Baru and Kuripan Kertoharjo.
