Abstract

Harga batubara yang terus meningkat dan Paris agreement mendorong Pemerintah Indonesia melalui Perusahaan Listrik Negara (PLN) untuk melakukan transisi energi dan secara bertahap mempensiunkan PLTU yang beroperasi di Indonesia. Dampak dari turunnya Spesfikasi batubara dan pensiun dini PLTU subcritical amat sangat terasa pada unit pembangkitan milik PT. POMI Paiton Energy unit 3, 7 dan 8 PLTU Paiton. Unit Pembangkitan ini mengalami pergantian spesifikasi batubara (Coal Switching) yang lebih rendah, sehingga segala upaya dilakukan untuk memaksialkan dan mengefisienkan pembangkitan. Program konservasi energi melalui pemanfaatan Pembangkit Listrik Tenaga Surya (PLTS) dilakukan untuk menurunkan Beban Pemakaian Sendiri (Auxiliary Power Load). Penelitian ini mengkaji dan mengevaluasi kinerja PLTS berkapasitas 689 kWp di Ash Disposal PT. POMI Paiton Energy dengan metode evaluatif kuantitatif untuk mengetahui bagaiamana pengaruhnya dari sisi produksi energi, kontribusi, lingkungan, teknis dan kelayakan investasi. Penelitian ini dilakukan dengan tujuan (1) mengetahui kontribusi jangka Panjang PLTS (2) mengetahui hasil kajian pemanfaatan PLTS dari aspek produksi energi, kontribusi, teknis, ekonomi dan lingkungan. Hasil dari penelitian ini menjelaskan bahwa PLTS ini dapat menghasilkan energi listrik sebesar 1.096.105 kWh/tahun dengan rasio kinerja 80,56% pada tahun 2021. Mampu menghemat 22,12%/tahun dari konsumsi energi di ash disposal dan berkontribusi mengurangi auxiliary power load sebesar 0,49%/tahun serta menurunkan NPHR sebesar 0,68 kCal/kWh/tahun. Dari aspek lingkungan mampu menghemat penggunaan BBM solar sebesar 263.065,3-liter atau 12,78% per tahun dan juga menghemat penggunaan batubara hingga 561,731 Ton atau 0,026% per tahun, juga dinilai dapat mengurangi emisi CO2 sebesar 920,73 ton/tahun dan setara dengan penanaman 4.602,72 pohon/tahun. Dari sisi kelayakan investasi sangat feasible atau layak dengan nilai NPV sebesar Rp 4.282.480.651,00 dan BCR sebesar 1,44 dan PP selama 7,914 tahun. Dan mampu mengurangi pajak karbon yang harus dibayar hingga Rp. 27.621.900,00/tahun.

Increasing coal prices and the Paris agreement have encouraged the Government of Indonesia through the State Electricity Company (PLN) to make an energy transition and gradually retire CFPPs operating in Indonesia. The impact of the decline in coal specifications and the early retirement of the subcritical PLTU was very, very felt in the generation unit owned by PT. POMI Paiton Energy units 3, 7 and 8 PLTU Paiton. This Power Generation Unit experienced a lower change in coal specifications (Coal Switching), so that every effort was made to maximize and make generation efficient. The energy conservation program through the use of Solar Power Plants (PLTS) is carried out to reduce the Auxiliary Power Load. This study examines and evaluates the performance of PLTS with a capacity of 689 kWp at Ash Disposal PT. POMI Paiton Energy with a quantitative evaluative method to find out how it affects energy production, contribution, environment, technicality and investment feasibility. This research was conducted with the aim of (1) knowing the long-term contribution of PLTS (2) knowing the results of studies on the utilization of PLTS from the aspects of energy production, contribution, technical, economic and environmental. The results of this study explain that this PLTS can produce electrical energy of 1,096,105 kWh/year with a performance ratio of 80.56% in 2021. Able to save 22.12%/year of energy consumption in ash disposal and contribute to reducing auxiliary power load by 0.49%/year and reduced the NPHR by 0.68 kCal/kWh/year. From an environmental perspective, being able to save the use of diesel fuel by 263,065.3-liters or 12.78% per year and also saving the use of coal up to 561.731 tons or 0.026% per year, is also considered to be able to reduce CO2 emissions by 920.73 tons/year and equivalent by planting 4,602.72 trees/year. In terms of investment feasibility, it is very feasible with an NPV value of IDR 4,282,480,651.00 and a BCR of 1.44 and a PP for 7.914 years. And able to reduce the carbon tax that must be paid up to Rp. 27,621,900.00/year.
