Abstract

A total of 27 candidates for Regional Head, either suspects or former convicts of corruption cases, contested in the local elections during the period of 2015-2023. One of these candidates was Muhammad Tamzil, who eventually succeeded in winning the 2018 District Head election in Kudus. The name Muhammad Tamzil is well-known among the people of Kudus, particularly in the Nahdliyin group. On the other hand, Tamzil's reputation and track record as a political actor are considered questionable by some circles. His ethics and moral conduct as a Regional Head are subject to scrutiny.
As the territorial base of the Nahdliyin group, it is crucial to examine the political preferences of the residents of Kauman regarding Tamzil's candidacy as a former convict in the Kudus local election and identify the factors that influenced their choice to support Tamzil. This study aims to analyze the behavior exhibited by the residents of Kauman in determining their political attitudes in the current political situation. Utilizing the Voter Behavior theory according to Dennis Kavanagh (1983), this qualitative research is conducted using an Ethnographic approach. The data obtained are derived from interviews and observations of the residents of Kauman.
The research findings reveal that the Kauman community supports Tamzil through Sociological and Psychological approaches. Tamzil is perceived as an ideal leader due to his prominent leadership qualities, shared background, and strong affiliation with the endorsing political party. The preferences of Tamzil's supporters in Kauman are not influenced by his previous negative record as indicated by the "red report card." The Tamzil supporters view the corruption issue that affected him before the local election as a political competition. Additionally, the Tamzil supporters in Kauman do not perceive corruption as a criminal offense in Tamzil's background.
The conclusion drawn from this research indicates the existence of significant ethical issues. Tamzil, as a political actor with a background as a former corruption convict, re-entering the local election, clearly lacks ethics and moral integrity. The role of religious leaders (Kiai) in the Nahdliyin community as figures guiding a group is not found due to Tamzil's clear moral violations, which are considered unacceptable in religion. The NU's (Nahdlatul Ulama) affection for their leader in the political sphere may potentially burden democracy, as choosing a leader with evident moral deficiencies in governance remains an option. A further study that can be conducted is comparing Tamzil's victory in the Nahdliyin community's base area with other regions.
