Abstract

The Regional Technical Implementation Unit for Women and Child Protection (UPTD-PPA) in Semarang City is one of the institutions that provide protection and handling services for violence in Semarang. Domestic violence (DV) is the most prevalent type of case in Semarang City, second only to sexual violence. Domestic violence is predominantly experienced by women and children, necessitating effective, efficient, and comprehensive interventions. However, in its implementation, UPTD-PPA in Semarang City faces challenges related to human resources, particularly the lack of capacity among support officers to provide legal information. Therefore, this study aims to examine the institutional capacity enhancement of UPTD-PPA in improving the network for handling domestic violence in Semarang City, focusing on five research areas: human resources, organization, budget and infrastructure, and networks.
This research utilizes a qualitative method to provide a comprehensive understanding of the situation and conditions of capacity strengthening within the UPTD-PPA in Semarang City. Information and data are obtained through interviews and documentation processes. The research problem is addressed using Grindle's capacity building theory and Keith G Provan and Patrick Kennis network governance theory.
The findings of the research indicate that the capacity enhancement of UPTD-PPA in Semarang City lacks planning and improvement concepts. Attention from the government is required in terms of human resources, organization, and budget dimensions. On the other hand, infrastructure and network dimensions have shown considerable improvement and progress. The involvement of network actors in UPTD-PPA in Semarang City plays a significant role, as numerous ideas, inputs, and criticisms from network actors serve as the basis for strengthening the institutional capacity of UPTD-PPA in Semarang City.
