Abstract
The geopolitical world shift has made the Indo-Pacific as a most strategic and dynamic region in the 21st century. ASEAN perceives that this condition threatens the national preferences of regional states. Therefore, Indonesia as the de facto leader of ASEAN took the initiative to create the Dynamic Equilibrium and the ASEAN Outlook on the Indo-Pacific. This study aims to compare the characteristics of the two ideas. This research is a theoretical research with qualitative method. In particular, this paper is a type of descriptive comparative writing, which Dynamic Equilibrium and AOIP are positioned as analytical tools, not propositions to be tested for validation. The datas in this research came from interview, first-handed document, book, scientific paper, and other credible sources. These two Indonesian foreign policies are interesting because they have several difference and similar characteristics.These two ideas are Indonesia's geopolitical strategy in the Indo-Pacific. However, they have different output forms, whereby Dynamic Equilibrium is a doctrine while AOIP is a cooperative framework.. Moreover, these two ideas also enrich the liberalism institutionalist theory because it can be a set of norms or rules, encourage ASEAN as a non-state actor in the region, promote dialogue in dispute settlement, and gain economic development.
