Keberadaan Pelabuhan Perikanan Pantai Bulu, Kabupaten Tuban. (Dian Wijayanto

Pelabuhan Perikanan Pantai (PPP) Bulu merupakan wilayah yang memiliki potensi
sumberdaya perikanan melimpah sehingga daerah tersebut potensial untuk
dikembangkan. Bentuk pemanfaatan perikanan tangkap dominan di PPP Bulu dan
mata pencaharian masyarakat disekitar berupa penangkapan ikan. Pemanfaatan lain
berupa kegiatan kuliner dan penyedia jasa perikanan. Penelitian ini bertujuan untuk
menganalisis ketersedian fasilitas PPP Bulu berdasarkan PER.08/MEN/2012,
menganalisis kelayakan usaha perikanan tangkap di PPP Bulu dan menganalisis nilai
ekonomi dampak keberadaan PPP Bulu. Metode penelitian yang digunakana adalah
deskriptif, metode penentuan jumlah responden berupa metode slovin dan metode
sensus dengan responden sebanyak 64 orang. Hasil analisis ketersediaan fasilitas di
PPP Bulu berdasarkan PER.08/MEN/2012 menunjukkan fasilitas di PPP Bulu sudah
sesuai dengan kriteria PER.08/MEN/2012. Hasil analisis kelayakan usaha dan jasa di
PPP Bulu menunjukkan usaha alat tangkap purse seine, payang, dogol, gill net dan
bubu serta seluruh penyedia jasa perikanan di PPP Bulu memperoleh nilai R/C lebih
dari 1 usaha tersebut menguntungkan dan layak untuk dikembangkan. Hasil analisis
ekonomi dampak keberadaan PPP Bulu menunjukkan nilai pengeluaran PPP Bulu
pada tahun 2017-2022 sebesar Rp. 10.413.191.446,- benefit keberadaan PPP Bulu
sebesar Rp. 328.030.160.889,- B/C ratio sebesar 31,50 dan nilai ekonomi dampak
keberadaan PPP Bulu sebesar Rp. 317.616.969.443,- yang berarti dengan adanya
keberadaan PPP Bulu dapat meningkatkan perekonomian sekitar pelabuhan perikanan
dan investasi yang dikeluarkan untuk PPP Bulu dapat berdampak kepada ekonomi
sekitar.

The Coastal Fishery Port (CFP) Bulu is an area that has the potential of abundant
fishery resources so that the area has the potential to be developed. The dominant
form of capture fisheries utilization in CFP Bulu and the livelihoods of the
surrounding community are fishing. Other uses are in the form of culinary activities
and fishery service providers. This study aims to analyze the availability of CFP Bulu
facilities based on PER.08/MEN/2012, analyze the feasibility of capture fisheries
business at CFP Bulu and analyze the economic value of the impact of the existence of
CFP Bulu. The research method used is descriptive, the method of determining the
number of respondents is the slovin method and the census method with 64
respondents. The results of the analysis of the availability of facilities at CFP Bulu
based on PER.08/MEN/2012 show that the facilities at CFP Bulu are in accordance
with the criteria of PER.08/MEN/2012. The results of the business and service
feasibility analysis at PPP Bulu show that the purse seine, payang, dogol, gill net and
bubu fishing gear businesses and all fishery service providers at CFP Bulu obtain an
R/C value of more than 1, the business is profitable and feasible to develop. The
results of the economic analysis of the impact of the existence of CFP Bulu show that
the expenditure value of CFP Bulu in 2017-2022 is IDR 10,413,191,446,- the benefit
of having CFP Bulu is IDR 328,030,160,889,- B/C ratio of 31.50 and the economic
value of the impact of the existence of CFP Bulu is IDR 317,616,969,443,- which
means that the existence of CFP Bulu the existence of CFP Bulu can improve the
economy around the fishing port and the investment spent on CFP Bulu can have an
impact on the surrounding economy.
